腐败是阶级社会的政治毒瘤，它是一种危害社会的、危及统治秩序的行为。腐败的蔓延，影响社会的稳定，给政权带来灾难性的后果。现今各国，无论是社会主义国家，还是资本主义国家都不同程度地存在腐败现象。那么，腐败与社会主义制度之间存在着什么样的关系，腐败是不是社会主义制度的必然产物？社会主义制度能否清除腐败？当前我国都存在哪些腐败行为？其性质如何？这些都是反腐败的认识前提，在这些问题上存在着不正确的、模糊的认识，都不利于当前的反腐败斗争，因此，我们有必要对当前我国腐败现象产生的原因和造成的危害、腐败与社会主义制度的关系乃至建立反腐倡廉机制作一些初步的探讨，以端正我们的认识，增强在社会主义条件下反腐败的决心和信心。 全文4.5万字，共分三大部分： 第一部分：社会主义条件下腐败的性质。首先，文章阐述了腐败的定义及其基本要素，认为腐败是公共权力主体为了个人和小集团的私利，对公共权力进行非公共使用，而给国家和社会造成严重后果的行为和现象。腐败行为由腐败的行为主体、主观动机、客观手段和客观后果等四个基本要素构成。其次，分析了腐败产主的根源，认为腐败的总根源在于私有制。腐败是与私有制、剥削阶级、剥削制度的出现相伴随的，私有制是产生腐败的温床。只有在共产主义社会，物质极大丰富，社会成为自由人的联合体，异化的公共权力基本消亡，人们的思想文化素质极大提高，才不会产主腐败。最后，文章从四个方面分析了资本主义腐败现象与社会主义腐败现象的本质区别。认为资产阶级政党产生的腐败与无产阶级政党产生的腐败，虽然在腐败的表现形式上极其相似，但两种腐败的本质却是根本不同的。 第二部分：社会主义制度具有消除腐败的现实可能性。这一部分分析了当前我国腐败现象的表现及其特征、当前我国腐败现象产生的原因以及当前我国腐败现象的危害，指出社会主义的本质排斥腐败，完善的社会主义制度本身具有彻底的反腐败功能。 第三部分：反腐败斗争是一个全社会的系统工程。文章认为，腐败是在社会主义初级阶段很长一段时期存在的现象，反腐败斗争也会是一个长期的行为。反腐败斗争必须在党的领导下，通过不断完善社会主义制度，通过全社会的共同努力，建立有效的反腐倡廉机制，才能一步一步地取得胜利。首先，反腐败斗争必须服务于党的基本路线，要把反腐败斗争与党的基本路线辩证地统一于建设有中国特色社会主义的理论与实践当中。其二，反腐败斗争必须走群众路线，不能搞政治运动。其三，反腐败斗争必须坚持党的领导，必须在党的统一领导下有组织。有步骤地进行。其四，反腐败必须建立法制、监督和教育相结合的反腐倡廉机制，这是遏制当前我国屡禁不止的腐败现象的当务之急。
The corruption is the political malignant tumor of class scoiety, the action that it is a kind of harm society and endangers the dominant order. The spreading of rotten influences the steadiness of society, brings the consequence of suffering for political power. Each country of present time, no matter is the socialism nation , or all different level of capitalist country exist the rotten phenomenon . Then , existing the relation of what shape between corruption and socialism system , is the corruption certain product outcome of socialism system? Can is the corruption removed to the socialism system ? Which rotten action does our country all exist at present time ? Its nature is how about ? 昑hese all is being the anti? rotten knowledge premise , and exists incorrect and dim knowledge on these problems , and all not being of advantage to the anti? corruption of present time struggles against , so , we have necessity so that to establish the anti? corruption to advocate the honest and clean machine to make some initial inquirements , and in order to rectify our knowledge , strengthens anti? rotten resolution and confidence under the socialism condition to the cause that the rotten phenomenon of our country is produced at present time and harm , corruption and the relation of socialism system causing The whole article 4. 5 ten thousand words, divides altogether three greater parts The first part rotten nature under the socialism condition. Only in the communism society, that the substance is very big is enriched , and the society becomes the union of free man , and the public power of alienation basically withers away , and the thought culture quality of people is greatly raised , and just can not produce the corruption . Finally, the essential difference with the rotten phenomenon of socialism of the rotten phenomenon of capitalism has been analyzed from the four aspects the essay. Thinking the capitalist class political party who produces corruption and corruption that the proletariat political party is produced, though the most similar on the rotten form of expression, but two kinds of rotten essence is different at all.
