The old-age-society ; supporting the elders in rural places
自2000年前后，中国正式步入老龄化社会，老年人问题、老年人养老成为社会普遍的话题，特别是农村养老问题引起广泛关注。中共中央关于建设社会主义新农村和社会主义和谐社会目标的提出，进一步强调了农村养老问题。 本文从我国老龄化社会的现状切入，按照笔者的深刻感悟，将老年群体分为城市、农村两类群体，重点关注后者。并结合湖北的一些个案，描述了当前社会转型期农村老年养老的现状。 农村养老主要包括经济上的供养、生活上的照料、精神上的慰藉和医疗上的保健。文中对农村目前的几种基本养老方式，特别是传统的家庭养老和社会养老现状进行了深度的剖析。尤其是，重点对农村养老涉及到的土地养老功能弱化、计划生育政策对农村家庭养老的影响、劳动力转移对农村家庭养老的影响、传统家庭伦理观念的转变对农村家庭养老的影响、老年人平均寿命延长和自理能力下降、法制建设等问题进行了深入分析。 最后，在分析农村养老问题的严重性、迫切性以及面临新时期建设新农村、和谐社会需要的机遇之后，笔者从我国当前农村的现实状况出发，提出了六条应对转型期农村养老问题的策略和措施，即：一是建立完善的农村养老法律法规、二是建立健全农村社会养老保障制度、三是多渠道筹措农村养老资金、四是建设养老服务设施和机构、五是促进养老观念转变。
China has become an old-age-society since it entered the threshold of the new century. Issues like supporting the elders were stressed by the whole society, and when it is about in rural areas, the problem became the spotlight.The paper, starting from the analyses of the status quo of the old-age-society, category the elders into two groups of the one who live in city and in rural china. And the paper gives a view on the condition of supporting the elders in china based on some cases in Hubei Province.Providing for the aged in rural china includes aspects of economic support, mental care, as well as medical treatments, and the paper gives a deep view on the issues above. But the most important are the issues like the weakening function on the arable land, the effect of the family planning policy, the floating of the labor force, traditional feudal concepts, as well as issues like extension of the life-span on one hand, and the incapability of self-help on the other, and the construction of Chinese legal institution.In conclusion, the author gives a six- tips solution to solve all the problems mentioned above, and they are:1, enhance the related legislation;2, perfection the existing institution; 3,raise the money for supporting the elders in more ways; 4,establish some units and facilities; 5, promote a good social atmosphere of supporting the elders.
