中国共产党在新中国成立到党的十一届三中全会(1949年—1978年)这一历史时期执政的成功经验和失误教训，对当代中国的政治和社会生活的发展仍然产生着巨大影响。深入研究中国共产党这一时期执政的历史经验，具有重要的理论价值和现实的指导意义。本文的主要内容如下： 第一章论述发展社会主义民主政治的历史经验。主要从坚持人民代表大会制度巩固人民民主专政的国家政权、加强社会主义法制建设、坚持共产党领导的多党合作和政治协商制度、实行民族区域自治制度四个方面进行论述。 第二章论述走中国式的社会主义现代化建设道路的历史经验。主要围绕我们党从中国的现实国情出发，努力实现工业、农业、科学技术和国防建设的“四个现代化”等方面展开论述。 第三章论述调动一切积极因素为社会主义事业服务的历史经验。主要从我们党正确认识和处理社会主义社会基本矛盾和社会主义社会两类不同性质的矛盾出发，重点总结党领导经济体制改革、正确处理人民内部矛盾、思想文化领域贯彻“双百”方针以及强化思想政治工作生命线作用的历史经验。 第四章论述坚持独立自主的原则、积极发展对外开放的历史经验。主要从审时度势调整国际战略、发展独立自主的新型外交和积极寻求对外开放等方面进行论述。 第五章论述坚持党要管党、从严治党、切实加强执政党自身建设的历史经验。重点对党在这一时期加强思想建设、组织建设和作风建设的基本经验予以总结。 第六章论述党在社会主义革命和建设时期执政的失误教训、原因分析和现实启示，以为新时期中国共产党成功执政的殷鉴。 本文坚持以马克思主义为指导，重在总结经验和规律，同时重点介绍党在执政实践过程中一些好的思想和作法，以求全面深入的对党在这一时期的执政经验加以总结。在此基础上，本着以史为鉴的原则，深入对党在这一时期执政过程中出现的严重失误予以剖析和总结，为新时期不断加强和改进中国共产党的执政能力提供现实启示和具体借鉴。
The experience and lesson of the Communist Party of China (CPC) being in power in the phase of socialist revolution and the construction (1949-1978) are still having the huge influence on contemporary China"s politics and social life development. It has the important theory value and the reality guiding sense to study thoroughly the experience of the Communist Party of China being in power. The primary content of this thesis are as follows:The first chapter discusses the historical experience of the socialist democracy politics development. It carries on the elaboration from four aspects: persisting the National People"s Congress system to consolidate people"s democratic dictatorship the state power, enhancing socialist legal system construction , upholding the system of multiparty cooperation and political consultation led by the Communist Party ,insisting the system of regional ethnic autonomy.The second chapter discusses the historical experience of embarking on a socialism modernization road with Chinese characteristics. It launches the elaboration on the experience of realizing four modernizations of the industry, the agriculture, the science and technology and the national defense development from China"s realistic national condition.The third chapter discusses the historical experience of transferring all positive factors which serves for the socialism enterprise. It emphasizes the experience of correctly understanding and handling socialist society basic contradiction and the socialist society two kinds of heterogeneity contradictions led by the CPC. It includes economic restructuring led by CPC, correctly handling the contradictions among the people, insisting the principle of letting a hundred flowers blossom and a hundred schools of thought contend in the thought culture domain and strengthening and improving ideological and political work.The fourth chapter discusses the historical experience of persisting the independent principle and developing the opening to the outside world positively. It includes adjusting the international strategy in the light of the changes of the situation, pursueing the independent new foreign policy of peace and opening to the outside world.The fifth chapter discusses the historical experience of strengthening and improving CPC building which adhere to the principle that the party exercises self-discipline and is strict with its members. It emphasizes on proceeding with Party building ideologically, organizationally and in work style at that period.The sixth chapter discusses the fault lesson, the reason analysis and the reality enlightenment of our party being in power in order to build up the Party"s governing capacity in the new historical period.In ordert to summarize the government experience of our Party thoroughly at that period ,this thesis takes Marxism as guiding ideology, puts emphasis on the summary of experience and regulation and presents some good thought and method taken by our Party in the phase of socialist revolution and the construction from 1949 to 1978. Adhering to principle of using historical experience for reference, this thesis also discusses the serious fault of our Party"s government practice for the purpose of provideing reality enlightenment and drawing on the experience of it in order to build up and improve the Party"s governing capacity in response to the requirement of the new situaiton.
