论文标题:当前我国高等教育资源配置的问题分析与对策建议 Analysis and Suggestions of the Higher Education Resources Allocation in Current China 论文作者 论文导师 孙学玉,论文学位 硕士,论文专业 行政管理 论文单位 中共江苏省委党校,点击次数 110,论文页数 64页File Size599K 2007-05-01论文网 http://www.lw23.com/lunwen_46526107/ Higher education;; Resources allocation;; Analysis;;Functions of government;; Counter measures 高等教育资源配置是政府的社会职能,是关系国计民生的重要问题。高等教育的外部性、市场失灵,以及维持社会公平的需要,决定了政府必须有效地担当起这一重要的社会责任。当前我国的高等教育资源配置还存在许多问题,总量上的短缺与浪费,空间配置上的“短板现象”,内部结构分配上的不均衡,以及城乡、各阶层在入学机会上的巨大差距,严重制约了我国高等教育事业的发展,甚至威胁到社会的和谐稳定。这些问题存在的原因是多方面的,既有国情和教育环境的现实制约,又有公平和效率导向上的价值困惑,同时在产权和配置方式上也存在着体制性困境。现阶段高等教育资源配置需要行政学创新理论的支撑,就目前来看,这些理论包括新公共管理理论、新公共服务理论、治理理论。新公共管理理论为资源配置中的市场介入提供了理论支撑;新公共服务理论敦促高等教育资源配置的价值回归;治理机制是高等教育资源配置有效的管理机制,是政府与市场的缓冲器。高等教育资源配置问题是各国面临的共同问题,德国、美国、印度、日本等国在高等教育发展中的政策策略,为我国的高等教育资源配置提供了参考和启示。基于以上分析论证,本文从四方面给出了当前我国高等教育资源发展的对策性建议,即可持续地开发整合高等教育资源;采取政府主导下的混合资源配置方式;资源配置的决策过程要透明和民主;高等教育资源流动要有利于弱势群体。 The allocation of resources for higher education is the government"s social functions and the nation"s important issues. The government must perform this responsibility effectively because of the external effect of the higher education, market failure, and maintaining social justice. At present, many problems still exist in the total amount of the shortage and wastage, in the allocation of space on the "short board phenomenon", the internal structure of the distribution uneven, and in urban and rural areas, the class enrollment opportunities in the gulf .These seriously hampered the development of higher education, and even threat to social harmony and stability. China"s national education and the environment, concept of a fair and efficient system of confusion and the drawbacks of system cause these problems. At this stage, higher education needs the support of innovative theories of administration, including new public management theory, the new public service theory, and the theory of governance. Allocation of resources of higher education is the common problems for many countries, Germany, the United States, India, Japan and other countries in the development of higher education policy strategy for the country"s higher education allocation of resources to provide references and inspirations. Based on the analysis, author presented a four-point response for China"s higher education. Develop the education resources rational; Under the guidance of the government, take the mixed pattern of resource allocation; the allocation in the decision-making process should be transparent and democratic; higher education resource flows should help disadvantaged groups.
