因特网的迅速发展是举世瞩目的，网络信息安全事故的高发性也是触目惊心的，对此，技术界、法律界、行政管理界纷纷出谋献策，以期消除其隐患，然而效果并不理想。在此情况下，网络界、电子商务界一些精英想起了保险这一古老而又新鲜的事物，于是，几乎在毫无知觉下，世界上许多地方已悄悄吹响了网络信息安全保险的号角。 网络信息安全保险是当今社会进步和经济发展的产物，顾名思义，网络信息安全保险就是对网络信息安全的不确定性进行保险，理解网络信息安全保险这一概念的内涵，也可从两个方面入手：第一，从经济的角度上说，网络信息安全保险主要是对网络灾害事故损失进行分摊的一种经济保障制度和手段。第二，从法律的角度上说，网络信息安全保险是一种合同行为。 本文从网络信息安全保险的涵义出发，首先分析了网络信息安全保险产生的条件：前提条件是网络信息安全风险的存在与不可消除性；经济前提是具有雄厚的物质基础；网络信息安全保险也是信息经济发展到一定阶段的产物。文章还探讨了信息安全产业与保险业结合的必要性、联姻的可行性及两者结合尚存的问题与解决方案。接着本文对网络信息安全保险现状进行了分析，包括网络安全保险市场规模与结构分析、网络信息安全保险当前问题分析、网络信息安全保险市场竞争策略分析。随后本文对网络信息安全保险的发展进行了研究，涉及网络信息安全保险市场发展的主要影响因素、发展特征、市场发展趋势等方面。最后，文章提出了建立健全我国网络信息安全保险宏观管理体系、法律保护体系、政策扶持体系三项政策性建议。
Nowadays almost every country all over the world fixes their eyes on the rapid development of Internet. And they also feel shocked by the frequent accidents about network information security. Under such conditions, technique circles, law circles and administration management circles make suggestion and offer advice one after another, in order to snuff it in the cradle. However, the effect is not so ideal. Facing so, some outstanding persons of network circles and electron commerce circles bring insurance, an old but fresh business, to mind. So in a very short time, network information security insurance comes into being and develops in many places of the world.Network information security insurance is the result of social advancement and economic development in the current time. Just as its name implies, Network information security insurance is to insure for uncertainty of Network information security. We can understand it from two disciplines: first, in the insight of economy, network information security insurance is some economic guarantee system and measure whose function is to apportion the loss of network disaster accidents; second, in the insight of law, network information security insurance is a sort of contract action.To begin with stating the meaning of network information security insurance, the text first analyses the conditions of network information security insurance coming into being: the premises is that the risk of network information security insurance exists and can not eliminate. Economic premises are that it is provided with abundant matter foundation. Also network information security insurance is the outcome of information economy developing to some level. In addition, the text discusses the need, feasibility and questions and measures of the join between the information security industry and insurance industry. Still the text analyses the current status of network information security insurance, including its market scope and structure, the current problems and market competition strategy.Following that, the text studies the development of network information security insurance, including influence elements, development characteristics, and development trend. Last but not least, the text puts forward three pieces of policy advice, that is, to establish and perfect the macro management system, law protection system and policy support system of our country"s network information security insurance.
