农村剩余劳动力转移是经济和社会发展的必然规律,是我国实现工业化和现代化的必然趋势。农村剩余劳动力转移是关系到全面建设小康社会和国民经济现代化能否实现的关键性问题,也是关乎农民增收,我国经济、社会稳定和可持续发展的重大问题。庞大的农村剩余劳动力沉淀在农村,势必影响整个农村经济的振兴,社会的稳定和实现全面建设小康社会的目标。因此,无论是从经济社会发展的层面还是从学术研究的层面都必须予以高度重视。本文简要概述了刘易斯二元经济理论及托达罗的人口流动模型的相关理论和研究成果,吸收了其中关于农村剩余劳动力转移的观点,并结合我国具体国情,得出启示:既不能把农村剩余劳动力转移的赌注全押在城市一头,也不能仅仅依靠农村自身。现实的选择只能是城乡同时吸纳。这个作为本文的基本思想贯穿其中。此外,本文还在查阅相关数据资料的基础上,回顾了我国农村剩余劳动力转移的历程以及呈现出的基本特点,然后分析指出了当前我国农村剩余劳动力转移出现的问题以及制约因素,并针对这些因素从中国农村剩余劳动力向城市(城镇)、农村非农产业、农业内部转移这三个主要方面重点探讨了适合我国国情的有利于农村剩余劳动力转移的对策及建议。 全文主要分三个部分。第一部分我国农村剩余劳动力转移的现状及基本特征主要论述了从1978年改革开放至今,我国农村剩余劳动力转移经历的历史阶段和现状。概括了我国农村剩余劳动力在转移过程中呈现的基本特征。 第二部分我国农村剩余劳动力转移过程中存在的问题及其原因本文中笔者通过实地调查研究以及翻阅相关数据资料,对目前我国农村剩余劳动力转移面临严峻的形势进行了较全面的分析,指出存在以下主要问题:农村剩余劳动力转移的难度增大;农村剩余劳动力转移的稳定性差,无法实现向城市的彻底转移;转移渠道不通畅;农村剩余劳动力转移在方式上存在相当程度的盲目性。同时揭示了产生问题的根本原因在于我国城市化进程滞后,其他原因还包括转移主体的数量限制、观念和素质及信息制约、政策制度的阻碍等也是我国农村剩余劳动力转移出现问题的原因。 第三部分促进我国农村剩余劳动力转移的对策研究针对我国农村剩余劳动力向城市和农村非农产业转移出现的问题和原因,笔者分别提出相应对策建议。笔者以“城乡同时吸纳”为基本出发点,其中主要包括促进农村剩余劳动力向城市转移的对策:消除农村剩余劳动力向城市转移的制度障
The rural surplus labor transfer to non-agricultural industries is an inevitable la w of the development of economy and society, and an inevitable trend of realizing industrialization and modernization in our country. The rural surplus labor transfer is a key issue, which will make much difference whether full construction of a well-of society and modernization can realize. It is too an issue of strategic and overall importance to the social stability and the society progress in our country. What is more, it is an important task demanding prompt solution Therefore no matter from the section of the development of economy and society or the section of the academic research; we must attach great importance to the issue. This paper adopts a few research means such as comparative analysis and a concrete analysis of concrete conditions. I expound the present conditions, traits of the coral surplus labor transfer, and the influence made on the society. In addition, I anatomize the main problems that exist in the process of the rural surplus labor transfer and the causes. Based on the problems and causes I would like to give some advice and find some ways to promote the rural surplus labor transfer, which could be suitable to our national conditions. There are three parts in this paper. 1. The present conditions and traits of the rural surplus labor transfer in our country. It mainly expounds the progress and achievement gained by the rural surplus labor transfer and the traits emerging in the process of the transfer since the reform and opening in 1978. 2.The problems which exist in the process of the rural surplus labor transfer and the causes. 3.The counter measures of how to promote the rural surplus labor transfer. It mainly talks about some advice and countermeasures of how to promote the rural surplus labor transfer to cities, non-agricultural industries and agricultural .
