强有力的政府行为、有效的经济改革及贫困地区人民的努力，使中国农村贫困人口大幅度减少。中国农村能否持续发展，重点则在于农村脱贫地区的持续发展。本文以“价值观”为切入点，来探讨中国农村脱贫地区的可持续发展途径，以此解决制约其发展的瓶颈因素，为中国农村脱贫地区以及中国持续发展提供一点思考。 文章采用理论和实践相结合的方法，遵循综合概括和继承创新的原则，从理论基础与实践操作两个层面设计安排了论文内容。文章第一部分系统地阐述了可持续发展概念的由来和其内涵；以及中国农村脱贫地区的可持续发展的内涵及其在发展过程中的制约因素，指出脱贫地区农民价值观相对落后是制约其持续发展的首要因素。第二部分，理论上分析了价值观对社会持续发展的功能分析，并概括了当前农民价值观对脱贫地区持续发展的消极功能，最后对其成因进行了分析。第三部分，立足农村脱贫地区的可持续发展过程中首要的制约因素，指出提升农民价值观的可操作性的途径，以及需要注意的问题。
With the powerful government action, effective economy reform, and the effort of people in poverty regions, the impoverished population in rural areas decrease dramatically . The focal point of the sustained development in Chinese rural ex-poor regions should be put in the sustained development in areas which have been out of poverty. The paper, on the basis of research on "values" , discusses the sustained development in such areas, the purpose of which is to solve some problems which restrict the development in such areas, as well as to provide some advice for the development of both ex-poor regions and China.In this paper, following the rules of carrying on the previous good research results and creativity, the author summarizes and synthesizes results of previous researchers, and arranges the content of this paper from the angle of theory and practice at the same time. In the first part, this paper presents the origin and connotation of the concept "sustained development"; discusses the meaning of sustained development; proposes the view that relative backward of values in such areas is the principal factor to hinder their sustained development.In the second part, on the basis of analyzing the role of values on social development, ";he author generalizes the passive use of the present conditions about peasant" values in such regions and reasons why such conditions can be formed.In the third part, on the basis of identifying this principal restricted factor, the author provides some practicable ways for improving the peasants" values in such areas, and points some problems that we must pay much attention to as well.
