贯彻和落实科学发展观不仅是一个重大的理论问题,又是一项长期而艰巨的实践任务,关系党和国家的兴衰存亡,关系中国特色社会主义事业的长远发展。要深刻领会和准确把握科学发展观的精神实质和主要内容,把思想统一到科学发展观上来,统一到中央的决策和要求上来,自觉地用科学发展观指导各项工作,为实现全面建设小康社会的宏伟目标而努力奋斗。本文正是在这一认识的基础上,对科学发展观的思想渊源、科学发展观的主要内容、科学发展观的主要特点和落实科学发展观的主要举措进行了全面地论述。研究这一问题,可以为人们正确理解、全面落实科学发展观提供借鉴和参考,对建设中国特色的社会主义具有重大的理论和现实意义。 全文共分五部分。第一部分:比较详细地论述了科学发展观的理论渊源,阐明了科学发展观与马克思列宁主义、毛泽东思想、邓小平理论、“三个代表”重要思想是一脉相承的关系;从发展观的历史演变分析着手,全面回顾国外发展理论和发展观的演进历程,旨在阐明科学发展观是指引我国全面建设小康社会的科学指导思想。第二部分:重点论述了科学发展观的科学内涵和基本要求;全面阐明了科学发展观的实质:全面发展、协调发展、可持续发展和以人为本的发展思想。这是本文的重点。第三部分:从发展的目的性、发展的整体性、发展的持续性、发展的统筹性、发展的开放性等五个方面阐明了科学发展观的主要特点;第四部分:论述了树立和落实科学发展观的伟大意义。第五部分提出了实现科学发展观的主要举措。这是本文的落脚点。

It is related to party and the national prosperity and decline life or death. It is related to the long term development of the cause of socialism with Chinese characteristics. We must profoundly comprehend spiritual essence and the main content of scientific development view. We should unify our thought with scientific development view .We should unify the central decision-making and requests. We must instruct each work with scientific development view. We must struggle to achieve the comprehensive construction well-off society"s grand goal. This article is precisely based on this understanding, I will relate the thought origin and connotation and spiritual essence of scientific development view. I will relate characteristic and realization of scientific development view measure in order that people may correctly understand and fully realizing scientific development view.This article will provide the model and the reference for constructing the Chinese characteristic the socialism. This article has the important theory and the practical significance. The article is divided five parts. The first part elaborates the scientific development view theory origin in detail. It expounds that the scientific development view originate from the Marxism development theory and the Mao Zedong Thought, Deng Xiaoping Theory and Three represent . This article analyzes the historical evolution in the beginning, then comprehensively review overseas development theory and the development view evolution course for the purpose of expounding that science development view directs the our country comprehensive construction well-off society the science guiding ideology. The second part elaborates the scientific connotation and the basic request of the scientific development view. Comprehensively this part has expounded the essence of scientific development view and the full scale development, the coordinated development, the sustainable development and the humanist development thought. This is key point of this article; the Third part: Science development view characteristic. This part expounds the scientific development view characteristic from development goal, development integrity, the development endurance, the development overall plan and the development open and so on; the Fourth part: The view great significance of setting up and realizing scientific development.
