A main factor contributes to the cause of the problem—that"s how to build the management mode for the teachers and make it perfect and more logical. The construction of teachers group is vital to the development of middle schools run by the local people. In the past twenty-year history of the middle schools run by the local people, the management of the teachers has achieved some beneficial experiences but many urgent problems exist. Say build one structure optimization, dynamic, relatively stable teachers group, it is very pressing. This thesis has summed up the state of teacher"s management in middle schools run by the local people and question existing in implementing. From lots of investigation to the teacher"s management in four representative middle schools run by the local people in Lanzhou city, analyzed the reason why the question exists. To solve the problem , a new faculty management concept should be established, which is based on the intrinsic laws of education and humanism, should be established to guarantee the teachers" rights and interests and to fully arouse their initiative and creativity in their work. At the same time , from the theories foundation, describing the theories methods of human nature assumption, encouragement and human resource management etc...which are very important in the teachers" management. And introducing the beneficial experience from America, Japan, Germany and some famous middle schools run by the local people in our country, and helpful emlightenment of management. At last, the paper put forward tactics and suggestion of the teachers" management in middle schools run by the local people.
