中成药工业是我国在自然科学领域为数不多的具有国际领先优势的领域之一，也是我国最具有国际比较优势和竞争力的领域，理应在世界医药市场占有一席之地。但现实情况是，我国中成药在国际医药市场的地位很低、国际化的步伐极其缓慢，中成药出口额无论是占我国中成药销售额的比重还是占国际天然药物贸易的比重都很小，尤其是从1998年开始，在国际贸易中一直为逆差。加入WTO后，中成药工业国际化面临着前所未有的机遇与挑战。为了使中成药工业早日实现国际化，本文作者对我国中成药工业国际化发展的外部环境和内部环境进行了系统的分析。通过外部环境的分析，总结出我国中成药工业国际化发展的机会和威胁；通过内部环境的分析，总结我国中成药工业的优势和劣势。在上述分析结论的基础上，提出未来一段时期内我国中成药工业国际化发展战略的步骤、目标，并提出以下保障措施：建立我国中药现代研究开发体系，提高中药新药创新力度；加大研发投入，引入风险投资；建立起一整套科学规范的中药质量保证体系；加强对知识产权保护的战略研究；积极培育大企业、大集团；加强国际交流与合作。
The industry of Traditional Chinese Patent Medicine is one of the few advanced international subjects that China possess in natural sicence field , either a national industry which has international comparable and competitive advatages in the world. It should play a very important role in global pharmaceutics market.Well, the truth we have to face is that , the industry of Traditional Chinese Patent Medicine haven" t get its real international position yet. And the rate of internationalization is quite low. Therefore,the export income of the Traditional Chinese Patent Medicine distributes very small rate to both sales incomes of the Traditional Chinese Patent Medicine home and the international trading.Especially, since 1998, the Traditional Chinese Patent Medicine was always connected with trade deficit.After China entered WTO, the internationalization of the industry of the Traditional Chinese patent Medicine cometo be very urgent.Internationalization dedicates the opportunities and tasks that this industry could ever face.In order to speeding on this goal and achieve it earlier, the author has made an entire analyze on the enviorments both abroad and home for the Traditional Chinese Patent Medicine development. Thank to this analyze on abroad conditions,we can be aware of the chances and menace during the improvement of this industry ;according to the home situations analy/e, come up the good advantages and inferior positions this industry may face.Based on the above-mentioned conclusion, author shows the proposals of the strategies on improve the internationalization of the industry of the Traditional Chinese Patent Medicine. This proposal mainly plans the steps, targets, and submits the following protecting schemes:Establish the mordern R&D (research and developing) system of the Traditional Chinese Patent Medicine industry to encourage the innovations or reforms in this field;More comment to the R&D, introduce the risk investments; Set up a complete science standard quality controlling system to assure the quality administration of the Traditional Chinese Patent Medicine industry;Strengthern the study on strategy of intelligence property right reserve;Cultivate and support the large adventures,groups positively;Consolidate the international exchange and cooperation in all over the world.
