社会保障是国家和社会依法建立起来的具有经济福利性的国民生活保障与社会稳定系统。建国以来，党和政府高度重视社会保障问题，在城市建立了以高就业、高补贴为基础的城市社会保障制度。但是，这种在计划经济背景下形成的城市社会保障制度越来越不适应社会主义市场经济建设的需要，改革与创新势在必然。本文以马列主义、毛泽东思想和邓小平理论为指导，从国情出发，借鉴世界各国城市社会保障制度建设的成功经验，提出了我国城市社会保障制度建构与创新的方案与设想。 全文三万余字，分为三个部分。 第一部分论述了社会主义市场经济条件下建构城市社会保障制度的必要性。认为，城市社会保障制度是社会主义市场经济的重要组成部分，是建立现代企业制度的基础，是社会主义精神文明建设的重大举措，它能够有效缓解效率与公平的矛盾，巩固社会主义初级阶段的基本经济制度。 第二部分详细分析了我国城市社会保障制度的现状及存在的问题。指出，我国城市社会保障存在覆盖范围不全、统筹层次偏低、基金管理不到位、社会化服务发展缓慢以及立法相对滞后等问题。 第三部分提出了建构有中国特色的城市社会保障制度的基本原则及具体设想。认为，有中国特色的城市社会保障制度应以“低标准、高效率、多方参与、平稳推进”为其基本原则，具体可从四个方面着手，即：进一步完善由国家财政支撑的社会保障项目，继续推进国家、单位、个人共担的社会风险，鼓励单位和团体兴办补充保险，倡导互助、自助社会保障。
Social security system , legally built up by state and society, is a national life secureity and social stability system with the nature of economic welfare. Since the founding of the people? s republic of China, the government has paid special attention to social security and has established a social security system based on full employ- ment and high subsidy in urban area. This kind of social security system, however, formed in planned economic system, is getting more and more unfitted to the needs of constructing socialist mar- ket economy. So reform of the old social security system is inevita- ble. The article, guided by Marxism-Leninism, Mao-Zedong? s Thoughts and Deng Xiao Ping Theory, based on the conditions of our country, drew on the successful construction experience of other country ? s social security system, has made a constructing scheme of our country? s social security system. The whole article contains more than 30,000 words and can be divided into three sections. In the first section, the article expounded the necessity of con- structing social security system on condition of socialist market economy. The thesis held that social security system is an impor- tant part of socialist market economy, the base of establishing mordern enterprise system and the great act of culture and ideologi- cal progress. The thesis also held that social security sould effective- ?2? ly ease up the contradictory between efficiency and fair, strengthen the basic economic structure of the primary stage of socialism. The second section analyses in detail the present situation and existing problems in the social security of our cities. It refers that in the social security of our cities exist so many problems such as its extending scope being less larger, the funds management not being ready, socializing service developing slowly and legislation being de- tained accordingly. The third section comes up with the fundamental principles and specific imaginement of chinese characterizing social security of city. It considers that system of organization of chinese character- izing of city should take 揕ow standard, high efficiency, mani-par- ticipation , steady development? as fundamental principle, which can be divided into four parts, that is, improving social security items further which national finance supports; continuing to push on so- cial risks which nation, corparation and individual undertake to- gether; encouraging corporation and groups to handle supplemental insurance and promoting mutual aid and self-aid social security.
