2004年中央发布的一号文件标志着我国对“三农”问题的重视，不仅从理论层面上升为政策层面，也表明新一届领导人对于这一影响中国可持续发展的全局问题着手解决的勇气。理论和实践都已证明，没有农民的小康，就没有全国人民的小康；没有农业的现代化，就没有中国的现代化。“三农”问题的核心是农民问题，农民问题突出的外在表象是农民的贫困问题，因为这不仅是经济问题，也是政治问题。本文综合运用理论分析和实证分析方法，力图从农民贫困的特征、贫困的程度等角度探查农民贫困的成因及影响。中国的城乡二元经济结构和人地关系高度紧张的矛盾是造成农民贫困的根本性原因，农民贫困问题的解决是一项长期而艰巨的任务，在中国工业化和现代化的进程中，再也不能忽视农民的贫困问题了。
The Number one document issued in 2004 by the central government indicated that our government attaches important to the problem of “agriculture, country and farmer”. Not only advanced it from theoretic level to political level, the new leaders also indicated courage of solving the problem of influencing Chinese continuous development. It is testified by theory and practice that there is not the national people’s rich life without farmer’s rich life and there is not Chinese modernization without agricultural modernization. The focus of the problem of “agriculture, country and farmer” is farmer’s problem. The prominent explicit representation of the farmer’s problem is farmer’s poverty. Because it is not only an economic problem, but it also is a political problem.The theoretic analysis and demonstration analysis methods are utilized synthetically in this thesis to study the reason and influence for poverty from aspects of the characteristic and degree of poverty. The essential reason for farmer’s poverty is the dualistic economic structure of town and country and the serious contradiction of population and plough in china. It is a long-time arduous task to solve farmer’s poverty. Author considers that we should not ignore the problem of farmer’s poverty in progress of Chinese industrialization and modernization.
