水是人民生活和社会生产必须的基本资源之一,水资源既是基础性自然资源,又是战略性经济资源。山东省水资源具有总量少、全社会用水量大、资源性缺水明显及配置难度大的特点。本文对水资源可利用量、水资源承载能力、三生需水量和合理配置的理论和实践进行了探索,主要内容如下: 1、水资源及其开发利用现状评价。根据水资源综合规划调查评价阶段成果,全面分析评价山东省水资源的量和质,分析水资源的基本特点,评价供、用水现状,并分析水资源开发利用中存在的主要问题。 2、水资源可利用量分析。在对水资源的量和质进行全面调查和评价的基础上,采用倒算法与正算法分析当地地表水可利用量,并与浅层地下水可开采量相加再扣除两者之间重复计算量估算当地水资源可利用总量。 3、水资源承载能力研究。水资源承载能力是水资源合理配置的基本依据。阐述了水资源承载能力的概念及内涵、影响因素及计算方法。分析研究了在保障区域适宜生态环境前提下,在水资源可利用量不同情形组合下,山东省水资源的承载能力——可承载的最大人口数量和国内生产总值(GDP)。 4、水资源合理配置模型及配置方案研究。通过分析当地水(地表水、地下水)、黄河水、长江水、非常规水等各类水源的特点、利用条件和各区域生产、生活、生态各用水对象对水量、水质、供水时间、供水条件的要求,科学预测三生需水量,按照公平、高效和可持续的配置原则,建立山东省水资源合理配置系统模型,对各类供水水源、各类供水需求进行水资源合理配置。 5、水资源合理配置保障措施研究。研究了全面启动现代化水网建设、改革和完善水资源管理体制、实现有偿使用的水资源使用权的初始分配、建立合理水价形成机制和水价体系、完善水资源管理的政策法规体系、建立稳定可靠的投入保障机制、加快水利现代化建设进程等水资源合理配置保障措施。
Water is one of the essential resource in people"s living and social manufacturing. Water is not only a basic nature resource, but also a strategic economic resource. Water resources in Shandong province is very special: the total quantity of the resources is small but the quantity of water used by the whole society is large. So in total water resources there is deficient and also hard to allocate. My paper studies the theory and practice of the utilizable quantity of water resources, water resources carrying capacity , the water demand quantity by production Jiving and ecology and of reasonable allocation. The main content is as follow:1. An evaluation on water resources and its present exploitation. According to the fruits got from the stage of survey and appraisal of water resources synthetic programming, the thesis comprehensively analyzes and estimates both the quantity and quality of water resources in Shandong province , learns the basic features, appraises the status of water-supplying and water-using, and analyzes the main problems in water resources exploitation and utilization in Shandong province.2. An analysis on the utilizable quantity of water resources. On the basis of all-round investigation and appraisal about the quality and quantity of water resources , My paper analyzes the utilizable quantity of local surface water with backward and positive algorithm method ,evaluates the utilizable quantity of local water resources using the sum of the utilizable quantity of local surface water and exploitable volume of groundwater to subtract repetition calculation volume of them.3. A study on water resources carrying capacity. The carrying capacity is the main foundation of rational allocation of water resources .My paper has elaborated its concept and connotation, the factors effecting it and the way to calculate it. in the precondition of protecting the local ecological environment ,in different combinations of utilizable quantity of water resources under varied conditions , the thesis calculates the carrying capacity of water resources in Shandong province ,that is the ultimatepopulation and Gross Domestic Product (GDP) which can be carried by water resources.4. A research on model and schemes for rational allocation of water resources. By analyzing features and exploiting conditions of various water sources like local water (on or under the ground), Yellow River water , Yangtse River water , irregular water and so on, and requests about the quantity and quality of water ,and time and conditions of water offering required by local production ,living and ecology, the thesis scientifically evaluates the water demand quantity by production ,living and ecology ,according to fair, efficient ,and sustainable allocation rules , a rational allocation system model of water resources of Shandong province can be set up for rationally allocating various kinds of water sources and getters.5. A research on guarantee measures for rational allocation of water resources. It mainly includes: starting to found a modern system of water network, reforming and improving administrative system of water resources, realizing primitive assignments of rights of using water with compensation, setting up a proper mechanism forming water price and a system of water price improving policy and law systems of water resources management, building up steady reliable protecting system of investment, promoting the hydraulic modernization.
