针对温州市提出的建设“国际性轻工城”发展战略,通过国际性城市和产业集群理论研究,并借鉴底特律汽车城、意大利产业区、宁波服装产业群等国内外相关城市和产业区(群)发展经验,对温州城市及轻工业现状进行深入的分析,提出了把温州建成国际专业性城市中的轻工产业型城市的合理定位。在经济活动目趋全球化,国际市场竞争日趋激烈的形势下,以传统产业为主的温州,受到了来自国内外市场的多重压力。特别是我国已进入工业化中期,重化工业及高新技术产业面临加速发展阶段,而温州经济增长势头相对趋缓,致使“温州模式”遭受了广泛质疑。但是,全球竞争并不意味只有发展高新技术产业才能提高地区的竞争优势,对于传统产业而言,只要能不断采用世界先进技术,提高生产率和创新能力,并不断在资源管理、生产组织和产业联系等方面进行创新,同样可以保持持续的竞争优势。综合各方面因素,指出战略的关键在于通过创造各种高级生产要素,营造有利于创新的环境和机制,提升现有轻工产业集群水平,构建其在全球市场上的竞争优势,从而带动城市的国际化进程。战略的重点在于:(1)实现由轻工产业制造基地向产业中心的转变;(2)实现城市整体功能向国际性城市的提升;(3)增强政府宏观引导功能和资源配置能力。并针对战略重点的突破,提出了具体对策措施:一要加大基础设施投入,构筑发展平台;二要构建区域创新体系,提供发展动力;三要深化金融体制改革,提供强大的资金保障;四要大力培育优势企业群体,组建联合舰队;五要加快发展教育培训,提供智力支持;六要进一步扩大对内对外开放,拓展市场网络;七要大力发展现代工商业文化,优化发展环境。
Concerning about the developmental strategy of constructing "international light industry city", which Wenzhou raises, through studying the theory of international city and industrial congregation and learning the development experience from correlative internal and external cities and industrial zones, deeply analyze Wenzhou and its light industry actuality and put forward the reasonable orientation of building Wenzhou to become the light industry city in international specialized cities. In the situation of economic internationalization and keen competition of international market, Wenzhou, focus on the traditional industry, will endure much pressure from internal and external markets. Specially, our country has come into the midterm of industrialization and the heavy, chemical industry and high and new technical industry is rapidly developing, but the development of Wenzhou economy is slower, which causes the great query to "Wenzhou Pattern". The international competition doesn"t mean that only development of high and new technical industry can improve the competitive advantage of region. For the traditional industry, the competitive advantage also can be kept through adopting the international advanced technology, improving the productivity and innovative ability, constantly innovating in resource management, production organization and industrial cooperation. Colligating all of the factors, point out that the key of strategy"s success is to create all kinds of high-grade production factors, build the conditions and systems making for innovation, improve the level of congregation of the existing light industry, establish the competition advantage in world market in order to push the international course of the city. The emphasis of this strategy is: (1) to realize the transformation from light industry manufacture base to industrial center; (2) to realize the promotion from whole function of city to international city; (3) strengthen the function of governmental macro-control and ability of resource arrangement. Concerning about breakthrough of strategy"s keys, put forwarded the concrete countermeasures and steps: firstly, increase the investment of infrastructure and establish the developmental conditions; secondly, build the regional innovative system and provide the developmental power; thirdly, deepen the reform of financial system and provide the powerful assurance of industrial capital; fourthly, greatly develop the preponderant enterprises group and organize associated enterprises group; fifthly, develop the educational train and provide the intelligent support; sixthly, further enlarge the internal and external opening and expand the market network; lastly, greatly develop the culture of modern industry and commerce and optimize the developmental condition.
