非营利组织作为独立于政府和企业的第三部门，它的存在和发展受到了普遍的关注。西方发达国家的非营利组织经过一个多世纪的发展，已经比较成熟与完备，在非营利组织的绩效评估、战略管理以及组织营销等领域都取得了瞩目成就。而在我国，非营利组织自身存在着分类的不一致性，关于非营利组织的研究也与国际存在着一定的差距。非营利组织存在的目的是完成组织使命，而使命的达成主要通过一系列具体项目而实现，因此，非营利组织的绩效评估，尤其是非营利组织项目绩效评估对于非营利组织的发展起着至关重要的作用。本文主要对非营利组织的项目绩效指标体系的设计进行深探讨，将普遍应用于项目评估的方法用于非营利组织的项目评估，以期形成一套具有可操作性的项目绩效指标设计步骤。 本文主要讨论了研究非营利组织项目绩效评估的意义、我国非营利组织项目绩效评估下现状、研究的方法和对象、研究的难点及研究的思路。并系统讨论了非营利组织的相关理论以及项目绩效评估的相关理论：非营利组织理论部分主要探讨了国内外关于非营利组织的定义和分类，项目绩效评估理论部分主要探讨了项目评估的发展历程、项目评估定义、项目绩效评估系统、公共部门项目绩效评估的理论和方法等等。对于个案的研究，笔者选择了绵阳市果品产业协会为个案研究对象，对该协会负责的“绵阳市30万亩优质果品产业化富民工程”进行项目绩效评估指标的设计。设计方法主要采用了工作逻辑模型法和权值因子判断表法，先建立工作逻辑模型，在利用工作模型形成项目绩效评估的指标体系，再用权值因子判断表法对设计的评估指标设定权重，从而形成了相对科学的项目绩效评估指标，构建了项目绩效评估体系的基础。基于个案绩效指标设计结果，得出了可应用于非营利组织项目绩效评估指标体系的设计过程。并针对个案项目绩效评估的现状，提出了存在的问题和相应的意见和建议。
Nonprofit organizations as the third department, it has been the focus of study. One hundred years ago, the western country has been studying Non-profit organizations. While in the mainland, the Non-profit organizations have been the topic of study since 1980s. There is some distance between Chinese and western country. In spite of that there is shortage in Chinese Non-profit sector, the function of Non-profit organizations is not be neglected. This article mainly talks about project performance appraisement of Non-profit organizations. Performance measurement is important domain of the Non-profit organizations. And project performance appraisement is important part of Non-profit organizations evaluation. So evaluating project performance in Non-profit sector is important topic which related Non-profit organizations development. Chinese Non-profit organizations have some characters of themselves. Due to these characters, Chinese Non-profit organizations are differ " from western countries" Non-profit organizations. So we should study Chinese Non-profit organizations based on the experience of western countries. The article is consisted of five parts. The first part is exordium. This part is mainly discussing the significance of choosing the lemma. It discusses the actuality about project performance appraisement in Chinese Nonprofit sector and the difficulty in the study. The second part discusses the theory about Non-profit organizations and the theory about project performance evaluation. Such as define and sort of Non-profit organizations in overseas and define and sort of Non-profit organizations in China. Lastly introduces the theory about Total Quality Management, etc. The third part is mainly introduces the information about Mianyang fruit industry Association. Introduces the frame of the organization and analyses the opportunity, threaten, weakness and strength about "Fu Min" project. The fourth part is mainly studies the case. Bases on studying the case, we try to form a program which fitting project performance appraisement in Chinese Nonprofit sector. In this part, logic models have been used for setting performance measurement system. Based on the logic models, we set the performance measurement of "Fu Min" project. Lastly, we discusses that the idea of Total Quality Management has been used in the performance evaluating for "rich people" project, etc. The fifth part is related of making conclusion and giving some advice for "Fu Min" project evaluation.
