世纪之交,经济全球化浪潮滚滚而来,成为当代世界经济发展的最根本特征,成为从决策者、企业家到学者的共同话题。进入新世纪以来,经济全球化已经使世界经济成为一个由众多国家组成的不可分割的立体网络。但与此同时也暴露出相当尖锐的矛盾和问题。它是一柄犀利的双刃剑,在促进世界经济飞速发展的同时,也给世界各国带来了巨大的经济和政治风险。 经济全球化是人类社会生产力发展的必然结果,是当今世界不可逆转的潮流。作为一个客观的发展进程,积极参与、沉着应对是上策,而游离于经济全球化浪潮之外、拒绝经济全球化,只会带来固步自封,无益于本国经济的发展。 中国自实行改革开放政策以来,便已融入经济全球化的大潮。对于中国来说,经济全球化具有两面性:一方面是难得的历史机遇,有利于我国吸引外资、扩大对外贸易、引进先进技术等;另一方面是严峻的挑战,以美国为首的发达国家在经济全球化进程中占据优势地位并力图主导这一进程。因此,中国在参与经济全球化进程中,应当不断寻求有效的对策、紧紧抓住机遇、利用经济全球化发展自己、推进我国的工业化和现代化、争取做到“利大于弊”。 因此,在经济全球化蓬勃发展、国际竞争日趋激烈的今天,深刻认识经济全球化的相关理论问题及发展趋势、正确把握经济全球化所带来的各种机遇、积极防御经济全球化所带来的各种冲击、审时度势、趋利避害、积极应对、实施正确有效的应对策略,具有重要的理论和现实意义。 文章从历史和对比的视角,通过四个部分逐层递进地探讨了经济全球化的涵义、进程、特征以及中国所面临的机遇、挑战和应对策略;重点论述了中国在经济全球化浪潮席卷全球的背景下,如何面对挑战、抓住机遇、趋利避害、促进发展。
At the turn of the century, economic globalization has become important features of the world economy, have become fashionable topics for the international economic, political and academic circles. The economic globalization have made international economy become a three-dimensional network consisting of many countries since entered the new century, moreover, it also exposed very sharp contradiction and problems. It is a sharp double-edged sword, not only stimulates the development of world economy speedily, but simultaneously brings enormous economic and political risks to all countries of the world. Economic globalization is the inevitable result of productivity development and also an irreversible trend. As an objective course of development, taking part in it actively and replying calmly is the best policy; but it will do harm to the economy development if refused or resisted. Since the "reform and open to the world" policy was performed, China has been merged into such a trend of globalization. Economic globalization has two sides to China. For one side, it is a rare historical opportunity and beneficial to attract foreign funds, increase trade with foreign countries and import advanced technology, etc. for us. On the other side, it is the severe challenge because of the developed countries occupy the preponderant position in the course of economic globalization and try to lead this course. So China should take effective measures continuously, hold fast to opportunity, make use of economic globalization to develop ourselves and carry forward our industrialization and modernization, and try to let the advantages overweigh the disadvantages. Today economic globalization is developing quickly. International competition is more fierce than before. Hence, it has theoretical and realistic significance to know the related theory and the developing trend of economic globalization and reach the benefit and avoid the impact and implement effective economic globalization strategy. From the historical and contrastive perspective, this article through four parts to analyze the process and the characteristics of economic globalization, the opportunity and the challenge which China will be facing and the countermeasures. It has a focal point that how China faces the challenge, holds tight the opportunity, avoids the harm and promotes the development.
