随着市场经济体制的确立和改革的不断深入,社会变革也在加剧。深刻的社会转型给传统的社区管理体制带来了巨大的冲击,传统的"街居制"管理模式已经无法适应社会转型期城市社区建设管理的需要。改革旧有体制,寻求和确定更为合理有效的制度安排,建立新的城市社区管理体制已成为必然。近年来国内许多城市已经或正在进行这一改革,但绝大多数改革并没有抓住体制的症结和社会转型期的特殊性,使得改革要么流于形式,要么太超前,难以适应现阶段社会的要求。 本文以先进的公共管理理论为指导,运用理论分析、案例调查、比较研究等方法,全面分析国内城市社区管理体制现状,并对济南市市中区的社区管理体制作个案剖析,在此基础上,借鉴国外城市社区管理的经验,提出现阶段城市社区管理体制改革的方向和对策,即必须转变政府职能,明确政府角色定位;必须加快法制建设,为社区建设提供法律保护;必须发展非营利性组织,实现社区建设的多元参与;必须建设专业化的社区工作者队伍,推进社区专业管理。 全文的基本思路如下:第一部分,导言。介绍我国城市基层社区管理体制改革的背景、论文涉及到的基本概念、理论依据及论文的研究方法、框架。第二部分,我国城市社区管理体制的现状及存在的问题。介绍我国城市社区管理体制改革的发展沿革,通过几个典型模式描述国内在社区管理体制改革方面的探索,在此基础上,分析国内城市社区管理体制改革方面存在的问题和原因。第三部分,济南市市中区社区管理体制改革的实践──个案分析。对济南市市中区社区管理实践及探索进行实证考察。第四部分,社会转型期城市社区管理体制改革的对策研究。在分析总结西方国家社区管理体制的特点和济南市市中区社区管理体制改革经验的基础上,提出了我国未来社区管理体制改革的目标模式和对策建议。
With the establishment of the market economic system and the deepening of the reform, the sharpening social changes have stirred the traditional community management system. The traditional model of city community management could no longer satisfy the needs of cities" community construction administration in the transitional period of society. It is necessary to improve the established system and to seek and establish a more reasonable and effective city community management system. In recent years, several cities in our country have managed or are attempting to conduct this reform, while most of them failed to find the crux of the problem and the distinctiveness in the transitional period. Consequently, these reforms are superficial or in advance of our current social stage. In this dissertation, I try to analyze the status quo of domestic city community management system under the guidance of advanced public administrative theories by using theoretical analysis, case study, comparative study and some other methods. I stressed on a case study of the community management system applied in Shizhong District, Jinan City. By referring to the city community management experience in other countries, I put forward a series of proposals about reform direction and strategy in current stage, viz. changing government functions, specifying the government"s position-setting, accelerating legal system construction and ensuring community construction with legal protection, developing non-profit organizations, realizing multiple participation in the community construction, professionalizing community workers and its administration. The framework of this dissertation goes as follows: Part One—Introduction: In this part, I introduced the fundamental conception involved in this dissertation, the reform background and theoretical basis of the cities" grass-roots community management system in China, the research method and structure of the dissertation. Part Two—the states quo and problems in the reforms of our cities" community management system. In this part, I analyzed the origin of the cities" community management system reform in China, depicting several typical models of the domestic exploration of the cities" community management system reform in China, and then analyzing the problems and their causations in the cities" community management system reform in China. Part Three—the case study of the community management system reform in Shizhong District, Jinan City. In this part, I studied the practice of the community management system reform in Shizhong District, Jinan City. Part Four—the study on the countermeasures to the cities" community management system reform in the transitional period of society. Based on the analysis of the experience of other countries" community management system and that of Shizhong District, Jinan City, I put forward a mode and the route of the community management system reform in China in the future.
