二十世纪九十年代以来，我国城市社会发展发生了前所未有的几大变化：变化之一是随着单位人转为社会人，城市社区成为我国城市最重要的社会组织方式；变化之二是随着城市房地产业的兴起和住房商品化的进程，城市社会的空间结构，特别是居住空间结构变化急剧；变化之三是随着城市化进程的加快，流动人口大量涌入城市，同时城市内部的人口流动也日益增强。所有这些变化汇集到一起的结果，是使城市社会管理的难度、广度、复杂程度进一步加大。而这些变化最终的归结点都集中在城市社会组织管理在空间上的最小单元—社区。 现阶段，我国正处于社会转型期，城市社区管理体制也正在发生转型，面临着新旧体制共处的局面，产生了体制性矛盾。由于旧有体制尚未完全退出历史的舞台，在实践中其弊端日益暴露，并明显表现出了制约经济与社会发展的一面，因此改革旧有的管理体制，建立城市社区管理新体制迫在眉睫。随之而来，对我国现行城市社区管理体制的研究也成为一项重要的课题。 本文正是基于此，从行政管理学和社会学相结合的视角，对我国城市社区管理体制问题作了系统的探讨。本文首先从城市社区的解析入手，对城市社区、城市社区管理体制等相关概念进行了探讨。随后立足我国城市管理体制的现状，对改革开放以来我国城市社区管理取得的成绩、存在的问题进行了系统的总结并分析了存在问题的原因。最后本文将西方发达国家城市社区管理体制与我国城市社区管理体制的对比作为切入点，选择了国内二种典型社区建设的实践模式进行了比较分析，构建了我国城市社区管理体制的基本目标模式。在此基础上，文章对如何实施构建的城市社区管理体制提出了相应的对策：加快法制建设，建立健全社区组织法律法规体系；创新政府管理方式，理顺关系，消除条块分割；大力发展社区非营利性组织与志愿组织；建设职业化、专业化的社区工作者队伍，最终建立起科学有序、先进高效和结构合理的现代城市社区管理新模式。 本文的创新点是在分析了国内外城市社区管理体制的基础上，构建了“以政府为主导、以社区管理委员会为中介、以社区成员参与为核心”的多元互动型的社区管理模式。这是因为：随着我国社会经济、政治体制改革的深入，社区治理的主体开始由政府这一唯一主体向多元主体发展，社区自治组织、社区非政府组织以及社区居民成为参与社区事务治理的主要力量，他们在社区治理中具有同等重要的地位。这种模式的构建创新了多元社区治理的理念，从而解决了社区中新型社区管理体制缺位的问题。
Since 90s 20 century,it happened several unprecedented changes in Chinese city social development: firstly,city cummunity became the most important society organization with the unit person turning into society person;secondly,the city society space structure especially the dwell space was changed sharply with the course of rising of ciry real estate industry and housing commercializing;thirdly,a great deal of flowing population swarmed into city,and the person floting in different cities are boosting up day by day with the quicken of citilization.All the changes gathering together bring to this result that the difficulty,extent and complex grade become increase furtherly.While all the changes show finally to cummunity-the least unit in city society organization and administration space. At present, China is in the change of society. The managing system of the downtown area is also changing. New system and old are existing together, coming out the system contradiction. For the old system hasn"t get off the history stage, its disadvantages exposed more and more. This prevents the development of the society. So reform of the old system is a must. At the same time, the study of new downtown area managing system is also an important lesson. This article is just for this point. With the angle of administration management and sociology, this article gives systematic study of downtown area managing system. Then it gives systematic conclusion about the achievements of the new system and analyses the reason of existing problem. At last, this article chooses the point of contrast between western countries and China, comparing and analyzing two typical community example. This comes out the ideal system. Based on this, the article brings out relevant way on the system construction: proceeding law stipulation, setting up complete legal system, creating governmental managing mode, clear the relationship, erasing division of community, developing community profitless and volunteering organization, building professional, expertise community workers and finally setting up the scientific modern city community management system. The new point of this article is that based on the analyzing of domestic and foreign community management system, it sets up the mold of "leading by government, carried by the community committee, cored by attending of community members". This is because as the society and politics going deeply, community management body has developed from singly to various directions. Community organization, nongovernmental organization and community residents have the same status. The mold builds the concept of multi-community management, which solved the problem of management system lacking.
