资源型城市的发展问题，不仅是中国发展中遇到的难题，也是世界上尚未很好解决而急待研究的问题。从上个世纪80年代至今，我国资源型城市的问题日益严重。资源型城市以资源立市、靠资源兴市，经济结构单一，经济发展滞缓，居民生活水平下降，失业人口大幅增加，生态环境日趋恶化，其发展的持续性受到了极大的挑战。资源型城市作为城市的一种类型，要实现可持续发展，就必须进行转型，其中，产业转型尤为关键。因此，在资源型城市开采业兴旺之时，就要把积累资金转向投入，大力发展制造业、服务业，发展替代产业，为资源型城市持续发展作好准备。本文以资源型城市济宁市为例，对其产业发展特征、服务业发展现状及服务业行业进行了分析和评价，探讨了服务业对资源型城市产业转型的作用机理，并提出了济宁市重点服务业行业选择和空间布局设想。 首先，通过对德国鲁尔区、我国的阜新、焦作三个典型的资源型城市和地区经济转型过程的研究，分析其转型过程中服务业的作用和配置，为济宁市在经济转型过程中发展服务业提供经验借鉴。 第二，对济宁的产业结构发展特征和服务业发展现状进行分析，从总量发展、内部结构发展、区域内空间发展三个方面进行分析，得出济宁市产业发展阶段、存在问题，以及服务业发展的条件和问题。 第三，对济宁服务业行业发展进行综合评价，基于在山东省的比较优势，计算济宁各服务业行业的规模优势指数、效率优势指数、增长优势指数、经济综合指数和吸纳就业指数，以各指数为依据，利用SPSS统计分析软件进行聚类分析，将济宁市主要服务业行业进行分类，并对各产业组群进行评价，得出济宁市服务业产业体系的特征，探讨其形成机理。 第四，结合济宁实际情况与经济转型的需要，依据服务业重点行业的选择原则，提出济宁服务业重点行业的选择。 第五，分析济宁服务业各行业在空间上的分布特点，依据各区市县的产业发展基础、资源禀赋优势和未来城市功能定位，提出未来济宁市服务业行业空间布局的设想。
The development of the resource-based city (RBC), is not only the difficult subject in China but also the subject which has not been resolved and which is desiderate to be researched in the world. Since 1980th, the problems of resource-based city in China become more and more serious. The RBC established and thrived based on the resource. The sustainable development of the RBC is confronted with infinite challenges such as simplex economic structure, stagnant economy development, frail eco-environment, degressive living standard, rising idleness population and so on. The RBC needs transformation to achieve the sustainable development, especially the industry transformation is considered very pivotal. Therefore, we suggest that the fund should be dive into the development of manufacturing industry, service industry and other substitute industries when the resource has not exhausted. We chose Jining city as a typical example of resource-based city, analyses the characteristic of the industries, the actuality of the service trades. This paper also probes into the mechanism of service industry development in the resource-based city. Then we advance the stress service trades and the tentative plan of the spatial distribution in Jining city.First of all, I took Germany Ruhr, Fuxin city and Jiaozuo city in China as three typical examples of resource-based city. Research the function and scheme of service industry during their transformation process. In order to give the reference to Jining city. Secondly, I analyses the characteristic of Jining industries and the actuality of the service trades in three aspects which are gross development, interior structure, region spatial development. To educe the phase and problems of industry development, the condition and problems of service industry.Thirdly, I appraise the development level of Jining service trades synthetically, that is based on the comparatively advantage in Shandong province. Calculate the dimensions advantage index, efficiency advantage index, increase advantage index, economy integration index and employment index. Then based on the indexes above, use SPSS statistic software to carry through the clustering analysis. I classified the service trades and appraise each industry group. To educe the characteristic of Jining service industry system and probes into the mechanism.Fourthly, based on the practice and economy transformation in Jining, according as the selective principia of stress service trades, I advanced the stress service trades in the future.Fifthly, analyses the special distribution characteristic of service trades in Jining city, according to the base of industry development, resource gift advantage, the orientation of the city function in each borough and county. Then advanced the spatial distribution tentative plan of the service industry in Jining city.
