论文标题:城市贫困群体的就业质量研究 The Study of Urban Poverty from the Perspective of Employment Quality 论文作者 论文导师 吴中宇,论文学位 硕士,论文专业 社会保障 论文单位 华中科技大学,点击次数 22,论文页数 45页File Size448K 2006-04-01论文网 http://www.lw23.com/lunwen_563540852/ Employment quality;; Urban poverty ;;Decent work 对我国转轨时期就业与城市贫困问题的研究,学者们多集中在就业数量的扩大方面,以大多数人的实现就业作为解决城市贫困的目标。本研究从就业质量的角度,对我国的城市贫困问题进行了分析,具体包含以下几方面内容: 第一部分为导言,提出从就业质量角度关注城市贫困问题的意义,回顾和梳理了有关的文献资料,并提出了本研究的研究思路、研究方法和研究意义。 第二部分首先阐述了就业质量的渊源——体面工作,并指出其和就业质量,就业数量的关系以及在我国的意义。在回顾了国内外对就业质量度量的相关研究后,提出了度量我国就业质量的指标体系。 第三部分具体分析我国城市贫困群体的就业质量状况,利用了相关数据从就业稳定性,工作质量,劳资关系,福利和保障,职业发展五个方面的指标来说明目前我国城市贫困群体就业质量比较低下的问题。 第四部分针对城市贫困人口就业质量低下的现象,从制度性因素,包括就业促进制度,劳动者权益保护制度,现行失业保险制度和个体因素,包括教育程度,技能,交流知识的能力,维权能力不足等这两个主要方面来分析造成这种状况的原因。最后根据相关分析,提出提高就业质量,缓解城市贫困的建议,包括政府要积极转变失业保险功能,提供就业岗位援助,加强权益保护;对个人要加强人力资源开发,提供再就业培训和教育援助;社会则需要形成互助关爱的环境。 To study the problem of urban poverty and employment of this transition period, scholars have focused on the expansion of employment to the majority as a solution to urban poverty. This study analyzed the problem of urban poverty from the perspective of employment quality .It includes the following parts : The first part was the introduction. The researcher talked about the significance to concern about urban poverty from the perspective of employment quality, reviewed and analyzed relevant information and ideas presented in this study. Then the research method and meaning of the research has been pointed out. The second part firstly expounded upon the origin of employment quality ---- decent work, and its relations between the quality and quantity of employment and why we should pay more attention to this problem. Then after reviewed the related study of the measurement of the employment quality, gave out five indexes to measure the quality of employment in my study. The third part analyzed the quality of employment conditions in urban poverty groups and used the analysis of relevant data from five indexes ----employment stability, quality of work, labor relations, welfare and security, career development to indicate the current problems of employment quality of the poor. Part four analyzed the phenomenon from systemic factors, including employment promotion system, labor’s rights protection system, the existing unemployment insurance system and individual factors, including the level of education, skills, knowledge exchange capacity etc. Finally under the relevant analysis, gave some advice on improving the quality of employment and alleviating the urban poverty, such as the government need to change the functions of the unemployment insurance, provide assistance on job opportunities, and strengthen the protection of the rights and interests; The individual needs to strengthen the development of human resources, to be provided with re-employment training and educational assistance; And our society have to pay more attention and give more help to the poor groups.
