目前房改和城镇住宅建设工作进展还不平衡，与住房市场化改革相适应的住房保障制度建设进展缓慢，城市政府相关的住房保障职能还没有建立，仍有一部分最低收入家庭的基本住房需求还没有得到解决。本文的研究目的即为促进最低收入家庭能够有房住。 首先从我国住房保障现状出发，总结了上海、北京、成都、广州等地在建立廉租住房制度的过程中，借鉴国外住房保障制度演变的经验和趋势，逐步形成的以租赁住房补贴为主、实物配租为辅的保障方式。分别对其政策出台时间、保障对象、保障方式、保障标准、退出条件和资金来源作了对比。 其次提出了完善我国住房保障制度要解决的主要问题和难点有三方面，一是部分领导重视不够，政府职能缺位；二是制度建设滞后，社会保障体系不健全；三是现行的廉租房制度存在矛盾。 接着从美国、欧洲、东亚和澳大利亚等部分国家和地区的住房保障体制的作法经验教训中得出了对我国的启示：不同发展阶段的国家住房保障的方式不一；社会经济政策取向对保障方式有重要影响；政府要有专门的负责机构和必要的资金投入；要与国情相结合，综合设计。 最后提出了完善我们住房保障制度的建议：一是提高政府对住房保障工作重要性的认识；二是将最低收入阶层住房保障与国家的社会政策联系起来，三是从保障对象、保障方式、保障水平和资金来源方面完善现行的廉租房政策。
At present, the progress of housing reform and the urban residence construct work is not balanced. Comparing with the housing marketability, the housing safeguard system construction progress is slow. Urban government function related to housing safeguard has not been established. Basic housing demand of some part of lowest income families has not been solved yet. The research goal of this article is to promote the lowest income families to have housing.First it embarks on present situation of our country housing safeguard. Shanghai, Beijing, Chengdu and Guangzhou has established inexpensively rents the housing system. They use the experience and the tendency of overseas housing safeguard system for reference and gradually primarily take rents the housing allowance, with the material object matching rents as the auxiliary safeguard way. The time of policy, the safeguard object, the safeguard way, the safeguard standard, the withdrawal condition and the capital source separately have been made the contrast.Next three main question of difficulty are proposed to consummate our country housing safeguard system: the first one is government function vacancy because of insufficient leadership, the second one is the system construction lagging and the social security system is not perfect, the third one is the present low-rent housing system existence contradiction.Then housing safeguard system method experience lesson of US, Europe, East Asia and Australia and so on brings enlightenment to our country: national housing safeguard way is different in different development phase; the social economy policy orientation have important influence to safeguards way; government must have the special responsible organization and the essential fund investment and must unify with the national condition to design synthetically.Finally suggestion to consummate our housing safeguard system are proposed: first, enhancing the government to understand importance of the housing safeguard work, Secondly relating the lowest income social stratum housing safeguard and the national social policy, Third consummating the present low-rent housing policy from the safeguard object, the safeguard way, the safeguard level and the capital source aspect.
