我国资源型城市曾为国家的经济建设做出了重要的贡献。但是上世纪九十年代以来,由于资源枯竭、市场变化和经济体制改革等原因,一些城市出现经济衰退、环境恶化、大量社会群体性事件发生等一系列问题,这些问题的产生严重影响了区域经济社会的可持续发展。因此,资源枯竭型城市要实现可持续发展已是一个带有普遍性的问题,对这一问题的研究具有重要的现实意义。 论文坚持科学发展观,以可持续发展为理论基础,综合运用区域经济学、发展经济学、城市经济学、统计学等学科知识和多种分析方法,始终围绕资源枯竭型城市可持续发展这条主线展开研究。 论文的研究内容共分为以下五个部分:第一部分从研究对象的背景与意义出发,指出资源枯竭型城市实施可持续发展战略的必要性与紧迫性,并在简要回顾了对资源枯竭型城市可持续发展研究的一些已有成果的基础上,提出论文的研究思路、方法、结构与创新。第二部分首先探讨了什么是资源型城市,在此基础之上指出资源枯竭型城市是资源型城市发展的特殊阶段,并总结出资源枯竭型城市发展存在的一些问题,最后提出资源枯竭型城市可持续发展就是要实现经济、社会、环境与资源的协调发展。第三部分通过借鉴国外资源型城市转型的经验,总结出这些经验对我国资源枯竭型城市实施可持续发展战略的一些启示。第四部分以白银市为例进行了实证研究。首先提出了白银市在发展过程中面临的一些困难;其次阐述了政府在经济转型过程中的一些具体措施;最后对白银市潜在的接续产业进行分析和评价,并且构建了白银市可持续发展的评价指标体系,采用1990～2005年共十六年的数据,运用主成分分析和层次分析法对白银市可持续发展状况进行了定量分析与评价。分析结果表明,白银市的经济转型取得较好的效果,目前经济、社会各项事业发展较快,但也存在一些亟待解决的问题。第五部分借鉴国外资源型城市转型经验和对白银市的具体分析,提出了五条针对性较强的政策建议,希望能对白银市的进一步经济转型有借鉴作用,并有益于其他资源枯竭型城市可持续发展的实践。
The resource-based city in our country contributed towards the nation. Since 1990"s , some cities were faced with some difficulties such as recession and worse environment owning to exhausted resource and system innovation. These difficulties bring negative result to the sustainable development of local economy and society. The problem how to keep resource-exhausted cities developing harmoniously are becoming a universal problem. This dissertation adheres to the scientific viewpoint of development, sustainable development standpoint is taken into account to guide sustainable development of resource-exhausted cities. By using varied subjects such as regional economics, development economics, urban economics and statistics, and taking all kinds of research measures, this dissertation takes the sustained development of resource-exhausted cities as a goal to spread research. This dissertation includes five sections: The first section puts forward the background and meaning of the research goal, discourses upon that it is necessary and urgent that resource-exhausted cities realize sustainable development, and then briefly reviews some existing research on the sustainable development of resource-exhausted city, sets forth the idea, method, structure and some innovations in this dissertation. The second section stresses some conceptions, for example, what is resource-based cities and what is resource-exhausted cities, analyses some difficulties resource-exhausted cities are confronted with, points out that these cities will have to walk the way of sustainable development, then sets forth the meaning of sustainable development of resource-exhausted cities. In the third section, some experience are introduced from foreign countries, some inspirations are summarized to the sustainable development of resource-exhausted city of our nation. The fourth section takes Baiyin city as a case to put up demonstration analysis, emphasizes particularly on the substitute of industry, and establishes index system of evaluation to analyses the sustainable development level of Baiyin city. We can see that the economic conversion of Baiyin city has made some great progress, its economic and social development has stepped the right way. However, some shortages are anxious to resolve .The next section, some constructive suggestions are pointed out to help the further practice of Baiyin city, and other cities which are faced with some difficulties owning to finity and non-regeneration of resource may beneficial from this dissertation.
