我国正在进行社会转型，经济结构从计划经济向市场经济转变，以下岗、失业人员、效益欠佳企业的职工及其所供养的人口为主体的城市新贫困人口的出现，使城镇贫困成为更加突出的社会问题。 本文通过文献收集和实地调查，定性研究与定量研究相结合，分析在转型社会下的城市新贫困问题，对城市贫困人群的特征和致贫原因做出探讨，以苏州市沧浪区为例，介绍社会救助制度变迁和特色，在此基础上对城市社会救助制度的发展完善做出理性思考并提出建设性意见。
Our society is under the process of transition with the economic system changing from the planned economy to the marketed-oriented one. Impoverished population, mainly caused by unemployment, makes urban poverty emerge to the social surface layer. Based on literature material and on-site investigation, the author studies the problem in qualitative and quantitative analysis ways. In the paper, the author analyzes the problem of poverty in the background of society transition. Then describe the characters of Impoverished population and explains the reasons causing poverty. Finally, take canglang district of Suzhou city for example, the author introduces the transition process of social salvation system and gives some suggestions to improve social salvation system.
