跨入二十一世纪，我国进入全面建设小康社会、加快推进社会主义现代化的新的发展阶段。国际局势正在发生深刻变化。世界多极化和经济全球化的趋势在曲折中发展，科技进步日新月异，综合国力竞争日趋激烈。形势逼人，不进则退。不断提高党的领导水平和执政水平，不断提高拒腐防变和抵御风险的能力这两大历史性课题摆在了全党同志面前。解决好这两大历史性课题对于全面建设小康社会、开创有中国特色社会主义事业新局面、对于推进党的建设新的伟大工程等意义重大。“三个代表”重要思想是我们党的立党之本、执政之基、力量之源，它揭示了党的先进性的新内涵，是解决执政党建设两大历史性课题的指导思想。解决好执政党建设这两大历史性课题，必须保持与时俱进的精神状态，研究新情况，解决新问题，不断开拓创新。首先，必须把发展作为党执政兴国的第一要务，这是共产党执政历史经验的总结，是共产党执政的新理念。落实第一要务，必须以经济建设为中心，抓住机遇、深化经济体制改革，推进政治体制改革，全方位推进对外开放，调整和改革生产关系中同生产力、上层建筑中同经济基础不适应的方面和环节，为生产力的发展打开更广阔的通途。其次，改革和完善决策机制，通过加强决策的法制化、运用现代科学技术手段、提高决策者的素质，实现党的决策的科学化和民主化。再次，改革和完善党的领导方式和领导体制，使党的工作充满活力。为此，必须坚持党的领导，实施依法治国战略，坚持依法执政。依法治国是党的领导方式和执政方式的创新，是对党的执政规律的深刻总结。坚持依法执政，就是使党的领导方式和执政方式符合法治原则，是我们党加强执政能力建设的新举措，是党的领导方式和执政方式的新发展，也是依法治国发展的新阶段。解决党的领导体制存在的问题，要按照总揽全局、协调各方的原则，实现党政关系的规范化，进一步理顺党的领导同国家权力机关及国家权力执行机关的关系。最后，解决党的建设两大历史性课题，必须加强党的作风建设，深入持久地开展反腐败斗争，解决党组织自身存在的问题。按照“八个坚持、八个反对”，抓好制度落实，解决党的作风建设方面存在的突出问题。坚持从严治党的方针，加大从源头上预防和解决腐败问题的力度。为此，必须抓好领导干部廉洁自律、查处大案要案、纠正部门和行业不正之风三项工作；坚持标本兼治、综合治理的方针，逐步加大治本的力度；完善反腐败领导体制和工作机制；认真落实党风廉政建设责任制，保证反腐败各项工作的落实，不断提高党的拒腐防变能力。通过契而不舍的努力，把党建设成为中国特色社会主义事业的领导核心，完成历史和时代赋予党的庄严使命，进而为实现中华民族的伟大复兴而努力奋斗。
In 21st century ,China has entered a new stage of building a well-off society in an all-round way and speeding up socialist modernization. The international situation is undergoing profound changes. Given this pressing situations ,we must move forward , or wewill fall behind. We are facing two historical problems------building up the Party sgoverning capacity and improving its art of leadership and governance , and improving the ability of struggling against corruption and resisting the risks . solving the two problems successfully means significantly for building a well-off society in an all-round way , starting a new situation in building socialism with Chinese characteristics and fully advancing the great new undertaking of Party building. The important thought of the "Three Represents is the foundation for building the Party , the cornerstone of its governance and the source of its strength. It reveals the new content of the Party s creativity . It is the guidance of solving the two historical problems of the governing Party s construction . In order to achieve it, we must keep pace with times , study the new situation , and solve the new problems. First , it is essential for the Party to give top priority to development. It s the conclusion drawn from the Party s governing experience and the new idea of the Party s governance. To finish it , the economic construction must be centered , the chance be grasped , the economic restructuring be deepened , the political restructuring reform be pushed on and the inappropriate aspects between productive forces and production relations , economic basis and superstructure be adjusted. Secondly , reform and improve policy-making restructuring , improve the policy-make^ s qualification by enhancing the policy decision s legality , then make it more scientific and democratic . Thirdly , reform and improve the party"s style of leadership and governance , make it plenty of vigor. Therefore , it s essential to adhere to the party"s guidance , to carry out the strategies of supporting the government in fulfilling its legal functions and performing its official duties according to law . It s the new trails for the party"s style of leadership and governance , the new act for the party to enhance its art of governance and also the new development style to fulfill the government s legal functions. Finally , in order to solve the two historical problems , it s essential to strengtfleHfland improve the party"s style of work and intensify the struggle against corruption. We shouJfT^olve the glaring problems in the party"s style of work according to the "eight- perseverance and eight-objection. " Above all , the party will be built into a leading nucleus with the socialistcharacteristics of China through persistent effort so as to fulfill the party"s historical mission and endeavor to realize Chinese people"s flourish.
