民营经济的内涵是一个不断变化的过程。在对社会主义认识的不断深化，在建设中国社会主义的实践中及改革和市场经济发展实践中所出现的自主经营、自负盈亏、自我约束、自我发展、享有相对独立的收益权和投资权，按市场规则运行的“非政府经济”。 包头民营经济经过二十年的发展，从无到有，从小到大，现在正向企业生产方式规模化、增长方式集约化、产品生产品牌化、融资渠道多元化、政商关系和谐化、经营管理合理化方向发展。尤其是近几年来在国民经济中的地位和作用越来越大。2005年全市GDP 800.8亿元中民营经济产值已达到369.09亿元，占国民经济总产值的46.09％。其中第一产业产值中民营经济比重1.87％；第二产业产值中民营经济比重49％；第三产业产值中民营经济比重为47.97％；与国有经济相比较，民营经济在经济产出、社会就业等多方面所占的比重越来越大。已成为包头经济快速发展的重要组成部分和国民经济的重要增长点，是包头经济发展中异常活跃的力量。 但是，与发达地区相比包头民营经济发展的内外部环境和民营经济内在因素仍存在着，资金短缺、技术创新能力弱、自身存在的问题及缺乏民企所需要的人才等诸多问题。因此，要抓住机遇应对挑战建立现代民营企业制度，不断创新、不断发展、不断提高民营企业产品的科技含量和核心竞争力。运用现代管理手段，结合知识经济的发展要求，加速民营经济由粗放型向集约型发展、由数量型向质量型发展，有效地利用有限资源，提高社会经济的综合效益，真正地能使人口、资源、环境及社会经济和谐发展的生态民营经济。 本文分四个部分进行论述： 第一部分是引言部分。随着我国社会主义市场经济改革的深入和发展，民营经济已成为一种重要的经济形式。民营经济的发展扩大了就业，增加了人民收入，维护了社会稳定，推动和促进了包头的工业化、城镇化和现代化步伐，在国民经济中的比重越来越大。 第二部分论述了民营经济在包头经济中的地位和作用。改革开放以来、包头民营经济发展迅速，取得了历史性的成就，对国民经济增长和产业结构调整做出了重大贡献。2005年全市民营经济生产总值达到369.09亿元，比2004年增长143.05亿元，占全市GDP的46.09％。 第三部分是包头民营经济的特点与问题。包头民营经济起点低、发展速度快，主要从事第三产业，产业结构日益合理，已成为开发区、工业园区建设的主要力量。不过，民营经济的发展还存在着融资难、技术创新能力弱和高级人才匮乏，以及经营者自身素质有待提高等问题。 第四部分是包头民营经济发展的对策与建议。要保持民营经济的长期、持续发展，就必须面向市场，以市场为导向进行自主决策。在生产经营中不断进行科技创新，开发新产品、开拓新市场。在发展过程中，增强城市生态系统的协调性，创建资源利用率高、能量消耗低、无污染、质量高的民营经济。要保持全局和长远的经济效益，永久保持人类生存和发展的良好生态环境。以科技为先导，认真处理好当前与长远，经济效益与社会效益的关系。建设资源节约型、环境优美型，能使人口、资源、环境与社会经济和谐发展的生态民营经济。
The Private-managing Economy is the opposite aspect to the nationaleconomy, with the deeper realise of the socialism, the emergence of theautonomous management, the assume sole responsibility, the self restraint, theself development, the relative undependent usufruct and the investmentauthority, the operation of informal government under the ruler of market, inthe practice of building the socialism of china. The Private-managing Economy of Baotou, becomes bigger and beggerthrough the 20 years development. It is developing to the scale intendency ofthe production methods of enterprise, the intensivism of the increasing mode,the brand of the production, the multiple of the financing roads, the harmonyof the relations of the Government and Merchant, the reasonable of themanagemaent. Especiaily, in recent years, the function and position get moreimportant in the national economy. In 2005, the Private-managing Economy has 369.09 a hundred million inthe 800.8 a hundred million of the whole town GDP, occupies 46.09 percent;the Private-managing Economy occupies the 47.97 percent of the tertiaryindustry; compare with the national economy, the Private-managing Economybecomes more important on the production, the employment. It is the keypart, the important increasing tip and the most positive power of the advanceof the ecnomy of Baotou. But, compare the developed area, the Private-managing Economy ofBaotou still has many problems of the scarce of money, the weak creationability, the person with ability absence from the internal and externalenvironment. So, the Private-managing Economy of Baotou should grasp the chance, building the modern system of enterprise, continuouscreation, development, improving the technology level of product and the keycompetition. Using the modern management methods, with the requirement ofthe knowledge economy, pushing quickly the Private-managing Economyfrom the coarse industries to ntensivism model, from the scalar type to thequality, makes good use of the infinite resource, improves the generalbenefits, actualizes really the population, resource, invironment and theharmonious development of the social economy, namely the ecologyPrivate-managing Economy. The paper discusses it from four parts: The first part is the preamble, mostly. narrates the backgroude andmeaning, the most opinions and the connotion of the Private-managingEconomy. The second part is the position and function of the Private-managingEconomy of Baotou. Analyzes the first, the second, the thirth industry, countsthe proportion of the Private-managing Economy occupies the othereconomy. Argues the position and function of the Private-managing Economyof the Baotou. The thirth is the characteristics and questions of the Private-managingEconomy of Baotou, concludes the low start point, the quick developmentspeed. It has gets the major power of the industry family, it mostly managesthe tertiary industry, the structure of industry gradually becomes reasonable,occupies more parts of the second industry. At the same time, the weakcreation ability, the difficult financing, the unruler financing road, themorbidity self quality, the self problems, the absence person with ability andSO on. The fourth is the countermeasures and advices, faces the issues of theprocess of the Private-managing Economy of Baotou concludes: improves the key competition ability, solves the difficult financing problems; consummatesthe self quality, constructs the person with ability institute, the selfconstruction; improves the key competition ability countermeasure and so on,provides the better development environment. In the proceed, strengthens thebalance of the ecology system, builds the high efficient, the low consumption,unpolution, the good quality the Private-managing Economy, makes theharmony of the population, resourse, environment and the harmony economy.
