土地利用是人类最基本的经济活动，土地利用的目标是取得经济效益、社会效益和生态效益。评价土地利用效益的核心是经济效益，这是可持续发展理论的要求，也是社会进步和人类文明的标志。研究提高土地利用的经济效益是为了更好地实现土地资源的可持续利用，确保土地利用的长期经济效益、生态效益、社会效益。根据入世后的市场形势和西部大开发的历史机遇，研究新疆与内地省区的土地利用经济效益差距，分析研究新疆各地土地利用经济效益的差异，以土地利用结构调整带动产业结构调整步伐从而加快经济建设步伐，加快工业化进程城市化进程、缩小城乡差距、实现社会经济的可持续发展，无疑具有重大的战略意义。本文首先从理论出发，构建了土地利用经济效益研究的理论分析基础。其次，从人口增长、人口分布、城市化进程、经济增长和经济体制、技术创新、土地利用率、用地布局以及用地结构对我国土地利用的社会经济背景及效益概况进行了分析，得出了人多地少或人均耕地数量并不是经济发展的严重制约因素，土地的经济生产力才是形成东西部差距的主导因素的结论。然后，在对新疆的土地利用的自然环境条件分析、土地利用现状分析的基础上，多层次、多角度、重点比较分析了新疆土地利用经济效益以及造成新疆土地利用经济效益低下的主要原因，其中经济发展总体水平较低对土地固定资产投资不足、用地规模偏大经营规模偏小、用地结构欠佳是主要的原因。最后，有针对性地提出了加快经济建设步伐加大对土地的固定资产投资、开展土地整理集约利用土地、优化用地结构等提高新疆土地利用经济效益、促进新疆土地资源可持续利用的对策建议。
Land use is the basic economic activity, and its targets are to achieve the economic returns, social effects and ecological benefits. Economic returns are the core of land use benefits and the requirement of the sustainable development, and also the signs of social progress and human civilization. The measures for increasing the economic returns are researched so as to achieve the sustainable utilization of land resources and insure the secular economic returns, social effects and ecological benefits of land use. Base on the historical opportunity of market economic development after?joining WTO and the great development of west China, it has undoubtedly a vital strategic significance to study the disparity of economic returns of land use between Xinjiang and other provinces, and to analyze the regional difference of economic returns of land use in Xinjiang so as to accelerate the regulation of industrial structure under the driving of land use regulation, promote the industrialization and urbanization, reduce the distinction between towns and countries, and achieve the social and economic sustainable development.In this paper, the academic analysis foundation is firstly developed for researching the economic returns of land use. Secondly, the social and economic backgrounds of land use in China are analyzed based on the population growth and distribution, urbanization courses, economic increase and systems, technological innovation, land use ratios, land use distribution and structure, etc. It is found that the dominant factor restricting seriously the economic development is not the per capita area of farmland but the economic productive forces of land. This paper also compares the economic returns of land use and the main factors resulting in the low economic returns in Xinjiang after analyzing the natural environmental conditions of land use and the land use actuality in multi-hierarchical and multi-angle ways. It is considered that the larger scale of land use, less investment and irrational structure of land use are the dominant factors resulting in the low economic returns in Xinjiang. Finally, some measures are put forward for increasing the economic returns of land use and for achieving the sustainable utilization of land resources in Xinjiang.
