贫困问题，尤其是农村的绝对贫困问题，是新疆在经济发展过程中必须面对的问题，也是事关国家经济发展及社会、政治安全的问题。 本文在首先对新疆农村贫困地区贫困现状进行仔细分析，对“八七扶贫攻坚计划”实施以来的扶贫工作中的措施进行认真评价，在此基础上，将新疆农村贫困概括为区域性、民族性、不稳定性和经济及结构单一化四大特征，对贫困的成因及症结进行了初步探讨，并针对扶贫措施中存在主要的问题提出了相应的解决办法。指出缓解新疆贫困与贫困地区宏观经济增长密切相关，得出农业及第三产业增长与贫困人口减少呈负相关。并提出以区域性开发式扶贫为主，扶贫到户为辅的缓解新疆农村贫困的思路和加强农业及发展与农业相关的二、三产业（如农产品加工、包装、运输等）的“点轴式”区域开发模式，以求更有效地促进贫困人口集中的贫困地区缓解和消除贫困目标的实现。 本文的创新点在于第一次系统地、完整地分析了新疆贫困的特征、成因和问题，并提出解决的对策。根据新疆的实际情况，归纳出贫困与经济增长的关系。并期望能为新世纪新疆扶贫工作提供一种新的思路。
Poverty is one of the big Problems Confronted by Xinjiang in the process of its economic development. Starting with analysis of present situation of poverty of rural region in Xinjiang and evaluation of ways of poverty assistance. I generalize the characteristics of poverty in Xinjiang as regionlism, nationality, instability and economic simplicity, and trace the causes that led to poverty, and discuss the existing problems of poverty assistance.On the basis of these, I analyse the relations between the problems of poverty and the increasing of macroeconomic, and pose the advice on how to alleviate the poverty of rural regions in Xinjiang.The originality of this dissertation is that for the first time, author Systematically analyse the characteristics of poverty in xinjiang and the relations between poverty and the increasing of macroeconomics.
