当前，建设服务型政府已成为我国行政改革的主导趋势和目标选择。然而服务型政府作为一种政府管理模式，需要有力的道德基础，需要有一定的行政道德与之相匹配。因此，探索服务型政府中的行政道德建设具有十分重要的意义。目前，我国行政道德建设取得了一定成绩，党和国家机关颁布了许多针对行政人员道德要求的规范和文件，增强了行政人员的法治观念、勤政高效观念，提高了他们的道德水平。但现阶段还存在一些行政道德缺失的现象。行政道德的缺失，破坏了政府的管理秩序和公共权力的正常运行，不利于服务型政府的建设。造成我国行政道德缺失的原因，主要来自社会方面、行政制度方面以及行政人员自身。针对目前行政道德缺失的表现和原因，我们应该努力探索服务型政府中行政道德建设的途径，构建服务型行政道德。
Presently, the construction service government has become our countryadministration reform the leading tendency and the target selection.However the service government took one kind of government manages thepattern, needs the powerful moral foundation, needs to have thecertain administrative morals to match with it. Therefore, in theexploration service government"s administration moral reconstructionhas the extremely vital significance. At present, our countryadministration moral reconstruction has obtained the certain result,the party and the state agency promulgates many has aimed at theadministrative personnel morals request the standard and the document,strengthened administrative personnel"s government by law idea, theindustrious political highly effective idea, raised their moral level.But the present stage also has some administrative morals flaws thephenomenon. The administrative morals flaw, destroyed govemment"smanagement order and the public authority normal operation, isdisadvantageous to the service government"s construction. Creates ourcountry administration morals flaw the reason, mainly comes from thesocial aspect, the administrative system aspect as well asadmmistrative personnel oneself. In view of the presentadministration morals flaw performance and the reason, we shoulddiligently explore in the service government the administration moralreconstruction way, constructs the service administration morals.
