论文标题:讨赖河流域水资源利用规划研究 Study on Water Resource Utilizing and Planning of Taolai Watershed 论文作者 论文导师 解建仓;马啸非,论文学位 硕士,论文专业 水利工程 论文单位 西安理工大学,点击次数 93,论文页数 111页File Size5792k 2005-02-01论文网 http://www.lw23.com/lunwen_64035907/ watershed; water resource evaluation; water resource decision support system; scheme 讨赖河是我国西北地区较大的内陆河,主要涉及甘肃省酒泉市和嘉峪关市。流域水资源供需矛盾突出,地下水、地表水转换关系复杂,水事纠纷十分频繁。一方面,随着流域经济社会的发展,水资源供求状况的变化,经济社会发展和生态环境保护对水资源的需求不断增加,水资源的稀缺性、基础性、竞争性日益突出,并由此引发了一系列严重的社会经济问题;另一方面,由于上、中、下游水资源分配的不合理,使水资源供需矛盾进一步加剧,造成下游地区来水量逐年减少,地下水位持续下降,水质不断恶化,植被退化等,直接威胁流域的生态环境安全,水资源的问题已成为流域全面建设小康社会的严重制约因素。 论文从评价流域水资源量及其特征入手,全面分析流域水资源开发利用现状及存在的问题,以节水、防污、生态环境保护与建设为基本点,拟定水资源利用及节水规划方案,分析不同方案情况下区域水资源供需状况,水资源对区域经济、社会发展的承载能力,通过研究节水方案和水资源合理开发利用方案,提出区域近远期水资源利用对策。 论文通过建立流域水资源决策支持系统,全面研究流域地表、地下水相互转化关系,分析该水系水循环的规律,依据水量平衡原理,对地下水资源进行均衡计算和评价,统一评价和规划地表水与地下水资源,通过地表、地下水联合调度使水资源得到高效利用、合理配置。 论文立足于充分利用当地水资源,按照产业结构调整要求及水资源配置的次序,优先保证区内基本生活用水、其次满足重点工业用水,力求改善生态用水的原则,综合考虑全社会节水、水污染防治等措施,提出了定时定量的地表水水资源分配方案,而且根据地下水位变化趋势,分区提出了地下水资源开采限量指标,为流 Taolai River is a great inland river in northwest area of China, passing Jiuquan city and Jiayuguan city in Gansu province. In this watershed, the conflict between water supply and demand is irreconcilable, the conversion between ground water and surface water is complex, and the dissension in water matters happens frequently. On one hand, with the developing of society and economy, changing in water supply and demand status, and the increasing water demand in economy developing and environment protecting, the scarcity, basic nature, and competition of water resource become increasingly serious, and series of social and economic problems are brought. On the other hand, because of unreasonable water distribution among upstream, midstream and downstream, the conflict between water supply and demand is aggravated, flow in downstream reduces year after year, ground water level falls continually, water quality is deteriorated worse and worse, and vegetation is deteriorated as well. The safety of basin environment is threatened directly, and the problems of water resource are main factors to restrict overall construction of well off society.In this paper with the quantity and character of water resource as beginning, the actuality and problems of water resource developing and utilizing are analyzed. Based on water-saving, pollution defending and environment protecting and constructing , water resource utilizing and water-saving layout are studied out, and the status of water supply and demand, water bearing capacity in district economy and society development are analyzed in different scheme. Then, countermeasure of water resource utilizing in near and future date is brought forward, through researching water-saving scheme and water resource reasonable developing scheme.By establishing basin water resource decision support system, the invert relationship of ground and surface water, and the circular law of water system are analyzed roundly. According to water quantity balance theory, equilibrium calculation and evaluation of ground water are studied, and ground and surface water are evaluated and planned unified. This surface and ground water uniteddispatching makes water resource utilized more efficiently and collocated more reasonably.Based on the principle of sufficiently utilizing local water resource, in terms of industry structure adjusted request and water resource collocated order, i.e. life water should be firstly ensured, next the major industry water, then the environment water should be improved as good as we can, tfye measures of water-saving and water pollution preventing all over the society are considered synthetically, fix quantity and time surface water distributed plan is pointed out, a limit of ground water exploitation in each area is given according to ground water variant level, and practical plans and suggestions on water resource exploiting, distributing, saving and protecting are presented.
