资源型城市的发展一直是人们关注的一个问题。由于资源型城市的特殊性,在城市建设初期,主要是作为资源基地和矿区进行建设的,缺乏对今后发展的长期规划和管理。随着时间的推移,加之资源的有限性和不可再生性,越来越多的资源型城市进入了开采的成熟期和资源的枯竭期,一些城市出现了转型困难等问题,个别资源枯竭型城市已经陷入了发展的困境,经济社会矛盾十分突出。所以很有必要从可持续发展的角度探讨资源型城市发展和转型,为更多的资源型城市发展提供借鉴和参考。 论文结合国内外资源型城市发展和转型的经验,以可持续发展理论和生命周期理论为指导,通过资源型城市一些相关概念的界定和区域背景、概况的介绍,以干旱区资源型城市——甘肃省金昌市为典型案例,构建包括资源子系统、经济子系统、环境子系统和社会子系统的指标体系。首先用层次分析法对金昌市的现状(2003年)进行定量评价,然后运用熵值法对其历史(1981—2003年)发展进行定量评价,综合现状和历史的定量评价,对金昌市作为资源型城市面临的机遇与挑战进行了定性的分析,最后提出经济结构向多元化方向转变、城市发展向节水型转变、城市布局由分散型向集中型转变、矿业城市逐渐向生态城市转变等资源型城市发展和转型的基本思路与对策。 通过分析可以得出:干旱区资源型城市除了一般资源型城市存在的经济结构单一、二元管理体制等问题之外,重点指出水资源约束严重和生态环境脆弱是干旱区资源型城市转型所面临的两大挑战。另外,资源型城市的转型仅仅靠自身的力量有时很难完成,必须寻求国家和区域在政策方面的支持,才能实现顺利转型。
The development of resource-based city is one of the most important issues that people concerned. Because of its particularity, resource-based city was built as resource base and diggings in the early city construction, lacking of the long-term planning and management in future. As time went by, more and more resource-based cities entered into the stage of mature and exhaustion owning to the finity and non-regeneration. Therefore, many problems have been raised in some resource-based cities, and a few resource-based cities have gotten into trouble and serious economic & social conflicts. So it is very necessary to probe into the development and transition of resource-based city from the sustainable development aspect, and to provide resource-based city with some useful reference.Under the direction of sustainable development theory and life-cycle theory, combining the development and transition experience from resource-based cities home and abroad, the thesis builds index system that included resource subsystem, economic subsystem, environmental subsystem and social subsystem. After differentiating and analyzing the notion that related resource-based city and introducing regional background and general situation., the author take Jinchang city, one of the resource-based cities in arid area, as a typical example. First of all, the thesis assesses quantitively the present situation (2003) of Jinchang city by using AHP. Secondly, the thesis assesses quantitively the history development (1981-2003) by using the entropy. Finally, by synthesizing the present and history assessment, analyzing the challenge and opportunity quanlitively that Jinchang city, one of the resource-based cities, encountered, the thesis puts forward the basic ideas and countermeasures of resource-based city"s development and transition such as diversified economic structure, water-saving economic development, centralized urban layout and real ecological city.By assessing and analyzing, we can conclude that resource-based cities in arid area have some problems that resource-based city had encountered such assingularity of economic structure and duality management system, however, the grave restriction of water resource and the fragility of environment were two challenges that resource-based city in arid area faced. In addition, it is very difficult for resource-based city to fulfill its transition by itself, so we must ask for the national and regional policy supporting, only in this way can we achieve the transition of resource-based city smoothly.
