本文叙述了社会保障制度含义、产生过程、产生依据，论述了社会保障制度在我国的特殊意义、社会保险基金营运良性循环机制与社会保障制度的关系、社会保障制度与社会保险基金营运的历史问题与现状问题，提出了构筑中国特色的社会保障制度与社会保险基金营运良性循环机制的原则和对策。本文以建立和完善社会保障制度与社会保险基金营运良性循环机制为中心，紧扣社会保障制度、社会保险基金营运良性循环机制这两条线索，研究了社会保障制度这个世界性难题和世界性热点问题，反映了社会保险基金总量不足和贬值的严峻现实，抓住了作为社会保障制度重点的社会保险基金筹得起、能增殖、发得出、管理成本最低效益却最优的良性循环机制这个亮点，突破了我国社会保险基金不能进入股票市场、投资基金市场等金融市场的观点。
The article recounts the meaning, the producing course, the emerging foundation of Social Security System. It expounds the special significance of Social Security System in our country, also the relationship between the mechanism of the favourable circle of Social Insurance Fund"s running and Social Security System, the historical and present problems of Social Security System and the mechanism of the favourable circle of Social Insurance Fund"s running. It puts forward the principle and the countermeasure with which we can construct Social Security System and the mechanism of the favourable circle of Social Insurance Fund"s running in Chinese characteristics.The article also takes the following as its central idea that Social Security System and the mechanism of the favourable circle of Social Insurance Fund"s running should be established and perfected. It keeps in step with the two clues of Social Security System and the mechanism of the favourable circle of Social Insurance Fund"s running. It researches into the Social Security System which belongs to the worldwide problem and the worldwide hot spot. It reflects the harsh facts that the total of Social Insurance Fund are short and devalue . It grasps the mechanism of the favourable circle of Social Insurance Fund"s running as the glittering spot, which is Social Security System"s emphasis, and means Social Insurance Fund can be raised, improved and dealt out, the lowest in the costs of management but the most outstanding in benefits . It breaks through the views that our Social Insurance Fund can"t get into the finance market to invest ,such as the stock market and the market of Investment fund.
