现代科学技术发展在改善人们生活质量的同时，也给社会带来了一些消极的后果，对伦理道德产生了一些负面的影响。这些从表面上看是由科学技术发展引起的，实质上却是因人们的道德价值观念发生扭曲而造成的，所以必须加强科技伦理的研究和运用。本文从伦理与科技的源头出发，运用辩证唯物主义与历史唯物主义的基本原理和方法，对科技伦理的产生、发展及中国科技伦理存在的问题和未来的前景作了一定程度的分析与阐述，提出了构建中国科技伦理的策略与建议，认为应该确立适合中国发展实际的科技伦理原则，整合不同的伦理规范，达成一定的伦理共识，建构科技伦理的运行机制。倡导科技活动主体的前瞻性道德责任意识，加强科学精神与人文精神的融合与贯通，充分发挥科学家和伦理学家的共同智慧，让他们充分对话和交流，并与公众对话和交流，形成科技与伦理的良性互动和合理平衡。这对于落实和强化科技以人为本的理念以及人文的、和谐的、全面的科学发展观，对于全面建设和谐社会具有非常重要的意义。
When the development of modern science and technology is enhancing people"s living quality, it is also bringing about some negative effect on society and unfavorable influence on ethics and morality. On the surface, these are caused by the advancement of science and technology. In effect, they result form the distortion of people"s moral values. Therefore, study and utilization on technical ethics need furthering. Starting from the sources of ethics and technology, this research paper analyses and expounds the appearing, developing of technical ethics and the problems and prospects of Chinese technical ethics. Moreover, this paper proposes the strategies and suggestions for construction of Chinese technical ethics. The author believes that principles of technical ethics should be in accordance with the situations in China, and that various ethical norms should be integrated so as to reach common ground for constructing operation mechanism of technical ethics. To sum up, firstly, the far-sighted awareness of morality and responsibility on the part of subjects in scientific and technical activities is to be advocated. Secondly, integration and harmony of scientific spirit and humanistic spirit should be reinforced. In this manner, wisdom of both scientists and moral philosophers could be brought into full play. The scientist and the moral philosopher should communicate with each other freely and exchange ideas with the public, so as to achieve sound interaction and reasonable balance. These two factors are of vital significance in carrying out and reinforcing the notion that science and technology should be human-centered, in implementing humanistic, harmonious and full-scale scientific outlook on development, and in fully building up harmonious society.
