经济运行机制是由经济系统的内在结构及其制约关系所决定的,同时与外部环境的制约有着密切的关系。医疗机构经济运行机制是医院经济管理主体系统根据其经济发展的任务要求,依照客观经济规律和实际条件,运用适当的方法、手段发挥管理职能,引导对象系统地进行物质转换,实现其经济发展目标的内在机理及工作方式。医疗机构的经济运行机制包括经济运行目标、经济决策权限、经济活动、经济调节和技术信息,他们之间互相联系又互相制约。要使整个卫生经济运行生气勃勃又有条不紊,就必须建立起有责任、有激励、有约束、有竞争、有活力的新运行机制。 面临着国家医疗保险制度、医疗卫生体制和药品流通体制改革三管齐下的新的形式,医院经营正在经历前所未有的挑战,医院要生存、要发展,就必须强化管理,进一步改革和完善医院内部已越来越不适应社会经济发展需要的经济运行机制。本文旨在通过比较军队医院和地方医院经济运行机制改革的背景及军地医院在经济运行机制改革方面所取得的成效,理性分析制约军地医院经济运行机制改革的相关因素。借鉴地方医院的改革经验,探讨进一步深化军队医院经济运行机制改革的必要性,并提出具体的建议和对策。
The economic operation system is determined by the intrinsic structures and their interactional relationships, and also has close relationship with outside factors. In terms of economic development demand, economic objective rule and practical conditions, the economic running mechanism of medical section is that the economic mainframe of hospital management takes appropriate measures to make its management function into effect and leads object-system to exchange its substances so as to realize its economic development goals concerning its intrinsic mechanism and working ways. The economic operation system of medical section includes economic running objective, economic decision-making purview, economic activities, economic adjustment and technological information. And the factors interact upon each other. In order to make the whole medical economic movement animated without disorder a new mechanism must be set up, which contains responsibilities, incentives, constraints, competitiveness and animationsThe hospitals were facing unprecedented challenge for reform of medical insurance system, medical institution and pharmaceutical producing circulation system carrying out together. To further push forward development of hospital, Hospital internal management has to be strengthened, further reform and betterment of the outdated hospital economic operation system which is now increasingly unsatisfactory to the need of the social economic development are also inevitable. The purpose of the paper is to analyse the comprehensive factors which influence reform of economic operation system in the military hospitals
