20世纪80年代初起，我国国有企业开始踏上产权制度改革的道路。但国企效益低下，亏损严重已是不争的事实。有关国有企业改革的第三次大争论刚落下帷幕，国企究竟该如何改革，成为关系中国现代化发展的一个焦点问题。笔者通过研究国企产权改革的历史和现实，对当代国企产权改革进行反思，指出国有企业产权制度改革中存在的弊病；并从以往的经验中得出国企改革必须从企业内部治理和外部环境建设两个方面着手，为企业产权制度改革营造良好的氛围。
From the early 1980s, the state-owned enterprises in China begin to perform the system of property rights. But it is rather phenomenal that those state-owned enterprises run into the state of bankruptcy and they suffer devastating losses. When ending up the third controversy over the state-owned enterprises, the issue how these enterprises make their reforms has been a focus, which is significant in the Chinese modernization. By reviewing the history and its reality of state-owned enterprises" reforms, pondering the contemporary the property rights" reforms of state-owned enterprises, this thesis indicates the disadvantages of the present reforms and draws the conclusion from the relevant previous experience that the state-owned reforms should combine the aspect of corporate internal management and the one of its external circumstantial establishment to pave a way for the efficient state-owned enterprises" reforms.
