以可持续发展理论为指导,针对北京市的特殊要求,提出了“保护生态、兼顾耕地数量与质量”的后备土地资源宜耕评价原则,并从保护性和生产性两个方面构建北京市后备土地资源宜耕评价指标体系,从而实现区域生态服务功能保护和耕地总量动态平衡。 保护性指标采用定性设定。包括“是否位于生态保护区”和“土壤污染状况”两个指标。凡不符合保护性要求的后备土地资源,则认为其生态上不适宜开垦。 在生产性指标方面,以北京市土地开发复垦潜力调查评价为基础,运用相关分析、主成分分析确定指标为海拔、坡度、土层厚度和砾石含量;对指标进行聚类,根据聚类结果对原有评价结果进行修正并判定后备土地资源的宜耕性;通过分析多因素综合作用下四项指标的频率分布情况,确定上述四个生产性指标在不同宜耕等级下的阈值。结果表明:北京市后备土地资源宜耕开垦的生产性指标临界值为海拔≤800米、坡度≤15°、土层厚度≥30cm和砾石含量≤15%。凡上述任何一个条件不满足,则认为后备土地资源在质量上不适宜开垦。对滩涂类单元,不考虑单元的土层厚度与砾石含量,以海拔≤800米且坡度≤5°判断其是否为当前不宜耕。 该指标体系的建立,为北京市后备土地资源能否开垦为耕地提供定量化判别标准,在理论上丰富了以区域生态安全为约束条件的后备土地资源开发利用指标体系。
Under the guidance of the strategy of sustainable development, aiming at the special demand of Beijing, this paper put forward the principle of reserved land reclamation suitable for cultivation, the core of which is to pay preferential attention to ecology, synchronously to quantity and quality. In order to protect ecosystem services and keep dynamic balance of total amount of cultivated land in area, this paper set a suit of evaluation index system, which includes productivity index and protection index.Protection index was set by qualitative techniques; it includes "Whether or not to be ecological-land-used area" and "soil contamination". The reserved land is regarded unsuitable ecologically if it does not meet one of the two criteria.On the practice of Beijing land reclamation evaluation, productivity index was set by correlation analysis and principal component analysis. It is composed of altitude, slope, soil depth and gravel content. Then productivity index was classified by cluster analysis. The result corrected by former result was to judge the land to be suitable for cultivation or not. In the end, productivity index threshold under different suitable-levels was determined by analyzing the frequency histograms distribution of 4 productivity index. The result shows that the productivity index criteria of reserved land in Beijing is that altitude≤800 m, slope≤ 15° , soil depth≥30 cm and gravel content≤ 15%. And the reserved land is unproductive if it does not meet anyone. As bottomland, soil depth and gavel content are not taken into account, altitude ≤800 m and slope ≤=5° are the criteria of unsuitable for cultivation temporarily.Based on the index system established, criteria for reserved land resources reclamation was confirmed in Beijing area and index system was enriched in the field of reserved land resources reclamation limited by ecological security.
