城市化浪潮汹涌澎湃，“高水平的基础设施、高质量的生态环境、高科技的产业群体、高素质的人才结构、高效能的城市管理”是每个城市追求的目标。但是，长期负债建设使得每个城市的每一届政府都陷入还贷和筹措新一轮建设资金的困境。经济必须发展，建设不能停顿，资金又难以筹措，解决建设需要和资金短缺的难题，要求城市政府以业主管理的身份，将城市的土地、基础设施、公共服务设施等资本推向市场，走城市资本运营的经营之路。 实施城市经营，是大连市由计划经济体制向市场经济体制转型过程中对城市规划、建设、管理的理论创新，是针对大连市实际情况作出的理论总结。大连市的城市经营，就是要求城市政府把城市视为大型国有资产，通过对城市规划、建设、管理的科学运营，使之不仅仅是政府管理行为，更是一种经济行为。实施城市经营战略，是城市政府适应国家经济体制变化所走的一条建设城市、完善城市功能和发展城市经济的必由之路。 本文首先详细阐述了城市经营理念的由来与发展，以及城市经营的基本理论体系、经营条件与经营风险。在此基础上，对大连市的城市现状及城市经营发展历程进行简单的介绍，并列举了国内外各大城市的成功经验。将大连市城市经营情况与国内外其它城市进行对比分析，从中找出大连市城市经营的优势与不足，为大连城市经营策略的提出提供了一定的基础。 文章采用了大量的实证分析，运用定性、定量分析相结合的方法，通过建立土地增值模型和环境评价模型，找出制约大连市城市发展的主要因素，并有针对性地提出了三种经营策略。论文后三章主要针对城市土地资本、城市基础设施及城市的无形资产提出大连市城市经营的不同策略。土地资本和地域空间是城市经营的重要对象，土地是一切经济活动最基本的载体，城市政府必须搞好国有土地资本运营，以土地所有者代表的身份通过运作土地资本实现整个城市社会经济的协调发展和土地资本效益的最大化；城市基础设施在城市固定资本中占有相当大的比重，盘活这部分资本，将给城市带来巨大的收益；无形资产是城市的重要资源，采取一定的策略善加利用，不但可以将无形转化为有形，还能为城市创造意想不到的社会效益。

To carry out the strategy of urban management is the only way of constructing cities, perfecting urban functions and developing urban economy which makes urban government fit in with the transformation of national economic system.This text has explained the origin and development of the urban management theory in detail at first, and basic theoretical system, manage terms and business risk who city manage. On the basis of this, manage the development course and introduce simple one to the urban current situation and city of Dalian, And has enumerated the successful experience of the domestic and international every big city. Compare with the domestic and international other cities with analysing the operation of the city of Dalian, Find out the advantage and insufficient that Dalian city manages from it, offer certain foundation for proposition of the management tactics of the ensuing chapters.Article adopt real example as much as a large amount of analyse and use determine the nature, method who quantitative analysis combine together. Through setting up model of appraising, find out the main factor of restraining development of Dalian city from, And has put forward three kinds of management tactics pointedly. Behind the thesis chapters mainly at land of city capital, and the non-physical assetses of city propose city of Dalian different tacticses who city manage infrastructure. Land capital and region space are importants target who the city manages .
