贫困是当今世界发展面临的最大挑战之一，我国作为世界上最大的发展中国家，反贫困一直是我国政府的头等大事。20世纪90年代以来，我国国民经济的持续高速增长和人民生活水平的不断提高成为经济和社会发展的主流。与此同时，伴随着经济转型和改革的深入，城市贫困问题日益严重，城市贫困人口不断扩大，已经对经济建设、社会稳定和社会可持续发展产生了重大的负面影响，成为了经济发展和改革中不可回避的问题。城市贫困问题引起了政府和社会各界极大的关注，2006年1月7日，在北京主办2006年中国脑库年会，把“城市贫困与反贫困：发展隐患和历史责任”作为年会的主题。 城市的反贫困是一个社会系统工程，仅仅依靠市场是无法解决的，它需要调动一切可调动的社会资源，包括各种人力和物力资源，并且随着经济的发展，贫困形势的变化，需要各项政策与法律不断调整和创新。社会救助是针对贫困问题而采取的一项社会政策措施，主要是指国家和社会按照一定的程序和标准，向由于各种原因而陷入贫困状态的社会成员提供物质帮助的一种社会保障制度，其目的是维持社会的稳定。社会救助法是调整社会救助关系的法律规范的总称它是社会保障法体系中的一个重要组成部分，我国城市反贫困事业离不开社会救助法在理论和实践上的支持，社会救助法理应在我国的城市反贫困中发挥积极的作用。 本文从三个部分来论述我国城市反贫困问题。第一部分从界定我国城市贫困的定义着手，介绍了社会救助法的相关理论，并剖析了社会救助法与我国城市贫困的关系。第二部分对我国城市贫困的现状及成因进行了分析，指出我国现行的社会救助在立法方面所存在的问题与不足之处。第三个部分着重对我国城市反贫困不足进行了深刻的检讨，进而提出了完善我国社会救助法的构想
Poverty is one of the biggest challenge which the developing world must face nowadays. As the biggest developing nation of the world, anti-poverty is always considered as the major event in our government. Since the 1990s, in our country, keeping the high speed growth of economy and enhancing the level of people"s lives greatly, has become the mainstream of economy and social development. At the same time, with economical reforming and reform deeply further, the problem of urban poverty has become serious day by day, the population urban poverty expands unceasingly, and already has negatively influenced on the economic development, social stability and the social sustainable development, which could not be avoided in the development economy and reform. The government and the social from all walks of life pay enormous attention in this problem. So, on January 7, 2006, Chinese brain trust annual meeting held in Beijing took "The Urban Poverty and Anti-Poverty: The hidden peril of development and the historical responsibility" as the theme of annual meeting.Anti-poverty is a social systems engineering, it cannot solve only depending upon the market, it needs to bring all social resources into play including human and material resources, and according to the economical development, the situation of poverty change, it needs to readjust and innovate every policy and legal continually The social assistance is a social policy measure which aims at solving the problem of poverty, it mainly refers to a kind of social security which offers the material help the country and the society according to the people who falls into poverty because of all sorts of reasons according to the certain procedure and the standard, its goal is to maintain social stability. Social assistance law is general definition of legal norms which is adjusted social assistance relationship, it is one of important constituents in the system of social security. The enterprise of anti-poverty of our country cannot be supported by it both in the theory and practice. It should be supposed to play a positive role in the urban anti-poverty of our country.The article discusses urban poverty of our country from three parts. First of all, it begins with defining urban poverty of our country, introduces the relative theory of social assistance, and dissects the relationship between the law of social assistance and urban
