Chinese country,Providing for the aged,To age a society
中国是一个人口大国，也是一个农业大国。农村人口占全国总人口的60％以上，解决好农村人口的养老问题关系着中国的稳定和发展，也关系着全面建设小康社会目标的实现。当今中国，农村传统的家庭养老的保障功能正在弱化，农村社会养老面临困境，农村老龄化现象日趋严重，这都给中国农村养老带来了严峻挑战。本文通过对中国农村养老问题概念的界定，中国农村养老方式的分析，对中国农村养老存在的问题进行了比较深入地探讨，进而提出对策建议。全文共分四大部分： 第一部分：在对老年和养老的概念进行界定的基础上，探讨了农村社会养老问题的含义，并分析了中国农村社会保障问题的理论基础。 第二部分：介绍了中国农村养老存在的三种形式即家庭养老、集体养老和社会养老，回顾了其发展的历史历程。 第三部分：分析了中国农村养老的现状并在此基础上指出了中国农村养老存在的主要问题。 第四部分：运用历史分析与逻辑分析相结合、理论研究与实际问题相结合的方法，对完善中国农村养老问题提出了自己的对策。 本文将农村的养老问题作为一个整体来加以探讨，突破了对于该问题的探讨偏重于在农村建立社会养老保险的必要性中探寻农村家庭养老存在的问题及将社会养老方式与家庭养老方式对立起来的局限。本文既注意对论述的观点进行定性的分析也注意使用定量分析的研究方法。此外在数据的运用和说明上，作者主要以最近几年的数据为资料来进行分析，以便抓住问题发展的最新态势，从而提出更具实用价值建议，以更好的促进中国农村养老事业的发展。
China is an agricultural country and also a country with large population. About 60% of the Chinese population is in the country .So the providing for the aged problem is the key element for the social stability and also the key element for the success of objectives of building a well-off society in all-round way. Nowadays the function of providing for the aged in country family is getting weak and the social old-age insurance in country faces difficulties. In the 21 centenary, the aging problem will getting more and more serious. This makes Chinese country face more serious challenge .By giving the concept of the providing for the aged problem in Chinese country, by analyzing the styles in Chinese country, this paper discusses the existing problems of providing for the aged in Chinese country deeply and make some suggests.This paper discusses four aspects of problems:Part I: Give the concept of providing for the aged in Chinese country on the basis of analyzing the concepts of aged people and providing for the aged and also give its theoretical basis.Part II: Introduce three existing styles of providing for the aged in Chinese country that is providing for the aged in family , providing for the aged by collective and the social old-age insurance and also look back their history.Part III: Analyze the situation of providing for the aged in Chinese country and thus point out the main existing problems .Part IV: Perceive suggests on the providing for the aged in Chinese country by analyzing it in history and logic, by studying it in theory and reality.This paper studies the providing for the aged problem in Chinese country as a whole, and outbreak the limitation of discussing the existing problems of providing for the aged in family style in the necessity of building the social old-age insurance , and it also outbreak the limitation of setting family style against social insurance. This paper uses both qualityanalysis and quantity analysis in discussing points. The data using in the paper is mainly the latest ones so as to master the latest situation and to give more practical suggests thus promote the development of the providing for the aged undertaking in Chinese country.
