发展社会主义民主政治，建设社会主义政治文明，需要深化对社会主义民主问题的研究。深化研究的重要路径之一是在观察和思考民主问题的方法和视角方面有所突破。从价值层面观察和思考民主问题，可能是更深刻、更正确、更完全地把握民主的本质和规律的途径之一。在西方民主思想和中国近现代政治思想发展过程中，特别是马克思主义民主学说中，本来存在一个民主分析的价值视野，对民主的价值分析也是近年来民主研究领域的一个新动向。特别是马克思站在“从政治解放走向人的解放”思想高度所进行的关于“民主的真正意义”的探求，对于研究社会主义民主价值问题具有重要的方法论意义。进行社会主义民主价值研究，是巩固和发展社会主义的重要课题，是深化对社会主义民主认识的重要视角，是推进中国特色社会主义政治发展的迫切需要。因此，这一研究具有重要的理论价值和实践意义。所谓社会主义民主价值，就是社会主义民主对于人民群众本身的意义，即社会主义民主的属性、功能及其发展与人民群众的生存、发展、自由、解放的需要和目的相符合、相一致和相接近。质言之，社会主义民主价值就是社会主义民主对于实现、维护和发展人民群众的根本利益的效用。社会主义民主价值是普遍性和特殊性的统一，其基本特征表现为客观性、层次性、过程性、社会历史性。社会主义民主价值的基本内容包括：（1）社会主义民主价值的基础，即人民当家作主、共产党领导、集体主义、法治等社会主义民主原则。这些原则在社会主义民主价值体系中处于最基本的层次，构成社会主义民主价值的基础。（2）社会主义民主价值的核心，即人民的政治自由和政治平等、有序的政治参与、自律的社会自治。人民的政治自由和政治平等是社会主义民主价值的核心取向，在社会主义国家生活和政治生活中表现为人民群众的有序的政治参与和自律的社会自治。（3）社会主义民主价值的社会意义，是社会主义民主对于维护、实现和发展人民群众的根本利益的效用在社会发展方面的体现，主要表现为尊重、保障和发展人权，实现共同富裕，促进人的全面发展。社会主义民主价值的实现途径是：第一，在发展社会主义市场经济和知识经济的基础上，保持政治稳定，改革政治体制，发展社会主义民主政治。第二，完善社会主义法制，实行依法治国。社会主义法制是社会主义民主的制度化、规范化和程序化，体现着社会主义民主价值的要求。社会主义法制是社会主义民主价值的确认和保障，并对社会主义民主价值建设发挥着规范和引导作用。依法治国是社会主义法制的运动形态和实行过程，是社会主义民主价值的实践形式。第三，建设社会主义民主文化，提高人民公仆和人民群众的社会主义民主文化素质，培育社会主义法治精神。社会主义民主文化是指与社会主义民主政治制度相适应的民主意识形态，是与社会主义民主制度的巩固和发展相适应的民主政治文化。社会主义民主文化包括政治心理和政治思想两个层面，前者表现为人民群众的民主意识、参政意识、政治责任感、社会主义民主观念、社会主义信念和共产主义理想、集体主义价值取向、法治意识等；后者集中表现为马克思主义民主理论和民主学说。对于具有悠久而深厚的政治文化传统的中国来说，批判地继承中国古典政治文化传统是进行社会主义民主价值建设的不可掉以轻心的重要课题。总而言之，研究社会主义民主价值是当代社会主义实践者在民主价值方面的重大抉择和历史责任，也是在新的历史条件下坚持和发展马克思主义的重要而紧迫的任务。时代发展和社会主义实践的发展已经并且还将提出更加复杂、内容更加丰富的社会主义民主价值问题。社会主义民主价值理论既是社会主义政治文明的重要内容，又是社会主义政治文明健康发展的不可替代的精神动力和智力支持。
To develop socialist democracy and establish a socialist political civilization, we need deepen the study on socialist democracy. One path to deepen the study is a breakthrough of method and visual angle to observe and reflect on democracy. It may be a more profound, more correct and more complete way to grasp essence and law of democracy by analysing the value of socialist democracy. There is originally a field of value view to analyse democracy during the history of the west democratic theroy, the history of Chinese modern political thought and, especially,the history of Marxist democratic theory. It is also a new tendency in the field democratic study to analyse the value of socialist democracy in recent years. Karl Marx’ study on the true sense of democracy with the ideology of “from political liberation to human liberation” has methodology significance to the study on the value of socialist democracy. The study on the value of socialist demcracy is an important task to consolidate and develop socialim, an important visual angle to deepen the study on socialist democracy and an urgent requirement to advance the development of socialist politics with Chinese characteristic. Therefore, this study has important theory value and practical significance. The value of socialist democracy is the sense of socialist democracy for the masses, namely the property and function of socialist democracy accords with, coincides with and approaches the masses’ demands and purpose on living, development, liberty and liberation. With truthful words, the value of socialist democracy is the utility of socialist democracy to safeguard, realize and develop the masses’ foundamental interests. The value of socialist democracy integrates universality and particularity of the democratic value. Objectivity, sense of staff, sense of course and society－history sense are its foundamental features. The value system of socialist democracy contains four basic aspects. The first one is the basis of the value of socialist democracy, namely the principles of socialist democracy, including the people being the masters of the country, the leadership of communist party, collectivism and rule of law. As the most basic staff of the value system of socialist democracy, these principles constitute the basis of the value system of socialist democracy. The second one is the core of the value system of socialist democracy, including the masses’ political liberty and political equality, citizen’s participation in political affairs in an orderly way and social self－governance with self－discipline. The masses’ political liberty and political equality are the orientation of the value of socialist democracy at the core, which manifest citizen’s participation in political affairs in an orderly way and social self－governance with self－discipline in socialist state life and political life. The third one is the social significance of the value of socialist democracy, namely the social significance of the utility of the socialist democratic value to safeguard, realize and devalop the masses’ foundamental interests. The third one mainly includes respecting,guaranting and developing human rights, realizing common prosperity and boosting all－round development of human. How to realize the value of socialist democracy? Firstly, we must maintain political stability, restucture political system and develop socialist democracy on the basis of development of socialist market economy and knowledge ecnomy. Secondly, we must improve the social legal system and carry out ruling the country by law. The socialist legal system is the socialist democracy’s institutionaliziation, standardizaton and stylization. The socialist legal system not only affirms and garrantees the value of socialist democracy, but also standardizes and guides the construction of the value of socialist democracy.
