贫困化问题是为解决现代经济问题而为国家宏观调控指引方向的必要理论条件。本文通过理论研究、模型的建立和讨论以及基础数据的分析，通过非均衡的就业政策改变当前贫困化普遍存在的现象，解决经济的长期发展和企业的创新问题。由于我国贫困化评价模型尚未完善，存在着一些制度性因素阻碍着贫困化问题的评价和解决方案的顺利实施，对分析和评价我国贫困化问题的具体运作方法，应用现代经济学和统计学及计量经济学原理，并借鉴国外较为成熟的贫困化具体解决方案，提出了相关的政策性建议。本文提出了贫困线的新确定方法，从理论基础上提出了新思路。在其基础上建立了失业的宏观预警模型体系，并将生活质量指标引入失业预警体系。
The poverty problem is for the modem and economic problem of solution for the macroscopic controlling in guiding the direction"s necessary theory terms. This text through the theories that established with discuss of research, model and the foundation data of the analysis, proofs that state-owned business enterprise reform, riot only such, on a certain degree would be still the development that promote the economy.Because of the poverty evaluation model of our country not yet perfect, being the factor in some systems that is baffling the evaluation of the poverty problem with smoothly solution into analyze with evaluation our country on the concrete operation method of the poverty problem, having drawn lessons from the abroad the method that mature poverty and concrete solution, this paper applies modern economies with statistic to learn and calculate the economics principle and studies the present stage of the our country to resolve the poverty problem to bring up the related policy suggestion.This paper brings up the new certain method of the poor line and the new view on the theories foundation, having established the macroscopic unemployed early-warning model system on the foundation, so it will sign the living quality index into the unemployed early-warning system.
