合法性是政治体系赖以存在并维持持久生命力的基础，任何统治的合法性都不可能仅仅依靠强力手段，更重要的是必须得到社会多数成员基于内心自愿的信任和支持。在政治文明不断进步的现代社会，中国共产党作为社会主义国家的执政党，与时俱进的加强与构建牢固的执政合法性基础并且在学术上对其进行研究，取得相应的成果并付诸实践，对于从根本上加强执政党建设，推进党的建设新的伟大工程，巩固党的执政地位，保证党和国家的长治久安，全面建设小康社会，构建社会主义和谐社会，提高和加强党的执政能力，开创中国特色社会主义事业新局面，具有十分重要的理论意义和现实意义。 党的十六届四中全会将加强党的执政能力建设作为中心议题，并专门作出《中共中央关于加强党的执政能力建设的决定》，《决定》指出，在新的历史时期中，中国共产党自身“党的执政地位不是与生俱来的，也不是一劳永逸的。”《决定》还指出：“无产阶级政党夺取政权不容易，执掌好政权尤其是长期执掌好政权更不容易。”这是对执政党的历史与现实的深刻理解，也是对现代执政合法性规律的清醒认识。无产阶级革命政党通过发动群众和武装斗争，历经千辛万苦和流血牺牲才取得胜利。成为执政党之后，如何获得和长期保持优秀的执政合法性，则是一个更加复杂的命题。在此过程中，执政党曾经做出过各种尝试，历经曲折，取得了大量值得借鉴的宝贵经验。 本文从合法性的一般原理和中国共产党执政合法性的特殊性出发，具体分析在“文革”结束后，面对中国共产党执政合法性基础的弱化，邓小平在意识形态，经济绩效、制度规范、党风建设、统一战线五大方面对中国共产党执政合法性基础进行了加强与构建，对新时期巩固与拓展党的执政基础具有重大的现实意义和理论意义。 论文共分为四部分，第一部分，主要阐述了合法性的涵义与基础。论文通过对合法性理论的阐述，揭示了合法性与合法性基础的内涵。在此理论的基础上，结合中国的国情，进一步分析了中国共产党执政合法性的特殊性。 第二部分，对1949—1978年中国共产党的执政合法性基础的建设与发展进程进行宏观的历史扫描和微观的具体分析。论文指出建国初期，中国共产党在意识形态、经济绩效、制度规范等方面的全面建设奠定了中国共产党执政合法性基础。但是，在1957年以后，主要是“文革”时期，由于社会主义建设经验不足，对经济发展规律和中国经济基本情况认识不足，致使“左”的思想严重影响政治、经济、思想、文化各个领域，使得中国共产党的执政合法性基础受到削弱。 第三部分，重点论述了“文革”结束后邓小平对中国共产党的执政合法性基础的加强与构建。邓小平在他的有生之年虽没有明确地使用“政治合法性”或“合法性”这一术语，但是，作为改革开放的总设计师，事实上他在阐述各方面问题

Modern society progressing unceasingly in political civilization, Communist Party of China is the party in power of socialist state, the legitimacy basis carries out the sharpening advancing with time on the person moreover with structuring solid being in power on learning studying , get corresponding achievement and put into practice, build with regard to from reinforcing the party in power fundamentally, push forward a new great project of Party building , consolidate position as the ruling party, guarantee Party and the country a lasting good order, build an overall well-to-do society , structure harmonious society of socialism , improve and reinforce a Party"s governing capacity, Create a new situation in building socialism with Chinese characteristics , have very important theory significance and practical or immediate significance.Fourth Plenum of the 16th CPC Central Committee put the strengthening of reigning power of Party as a central subject which was materialized as " Solution of CPC Central Committee on Strengthening of Ruling Power of Party" ( referinafter as Solution). The Solution point out that "ruling position of the Party is not connatural, neither is it established once and forever", "proletarian party took arduous effort to capture the ruling position and is doomed to stand more hardship to keep the ruling" , reflecting the deep understanding on the history and actuality of ruling party and clear-headed recognition on the modern rules of legal sovereign.
