本文以公务员的道德责任为研究对象,系统地阐述了公务员道德责任的定义、内容、特点、依据,分析了公务员道德责任问题的产生,论述了公务员承担道德责任的重要性和必要性,探讨了公务员道德责任实现的途径,其目的在于提高公务员的道德素质,加强公务员的职业道德建设,促进公共行政服务水平的提高。全文共分三部分。 第一部分,探讨公务员道德责任的定义、内容、特点及依据。公务员道德责任是公务员在一定行政道德信念、行政良心支配下,出于实现行政价值目标的需要,依法行使国家公共权力,从事国家和社会公共事务管理所应承担的道德责任,以及在道义上对自己行为的过失及不良后果所应担负的责任。公务员道德责任主要包括保障安全、增进公民幸福和维持秩序等内容。与一般公民道德责任相比,公务员道德责任具有政治性、制度性和非终生性特点。实现公共目的的要求和凸显公共行政之服务本质的要求是公务员道德责任的依据。 第二部分,具体分析公务员应该承担道德责任的必要性和重要性。公务员是社会公共利益和公共秩序的维护者,他们主动承担道德责任有利于公民利益的实现,有利于政府良好形象的塑造,有利于国家的长治久安和社会的发展。但是在公共行政的实践中,公务员拥有一定的行政自由裁量权,也经常会面临公共利益与私人利益的对立、行政效率与社会责任的对立,这就要求公务员务必承担道德责任,用好自己的行政自由裁量权,维护好公共利益,在提高行政效率的同时承担社会责任。 第三部分,探讨公务员道德责任实现机制。当前公共行政领域存在着大量的行政道德失范、道德责任感缺失的现象,这表明构建保证公务员道德责任实现的机制已经是一项刻不容缓的工作。公务员道德责任实现机制包括外部实现机制和内部实现机制。外部实现机制是从制度、教育、监督等方面出发,加强公务员道德责任的制度化、法规化建设,加强对公务员的行政道德教育,强化对公务员
This paper is based on the study of the officials" moral responsibility. It systematacially sets forth the defination, content, feature, and gist of officials" moral responsibility; It analyses how the questions of officials" moral responsibility come into being; It also discourses upon the importance and necessity that the officials take on moral responsibility; At last in order to improve officials" moral qualities, strengthen officials" professional moral construction, and promote level of administration service, the paper probes into how officials" mortal responsibility is realized. The paper is divided into three parts.The first part sets forth the defination, content, feature, and gist of officials" moral responsibility. What is officials" moral responsibility? It means that under the predomination of administrational moral faith and administrational conscience, proceeding from the necessity of realizing administrational value goals, officials exert national power according to law, take on moral responsibility in the course of managing national and social issues, furthermore, shoulder moral obligation because of their behavior defect and ill sequence. Officials" moral responsibility mainly includes guaranteeing security, building up citizens" blessedness and maintaining order. Compared to common citizens" moral responsibility, officials" moral responsibility has vivid characteristics, such as political nature, systematical nature and non-lifetime nature. The gist of officials" moral responsibility is to realize public goals and serve public administration.The second part analyses the importance and necessity that officials take on moral responsibility. Officials are the persons that defend social benefits and public orders. They actively take on moral responsibility to realize citizens" benefits, to build up governmental imagination and to assure the national long security and social
