Wenzhou Port; Development Strategy
港口是我国综合交通和国防建设的重要组成部分,是经济发展、对外开放和贸易往来不可缺少的基础设施。随着国民经济的发展,对外经济贸易的增加,港口企业在国民经济中的地位和作用也越来越重要。随着中国加入WTO,船舶大型化、航运联盟化、码头企业网络化及港口体制改革等新形势,温州港既面临发展机遇,同时也感受到挑战,特别是长江三角洲港口群的发展和周边港口形成的竞争压力,迫切要求港口及时调整、制定新形势下的发展战略。作为浙南地区多功能综合性枢纽港和对外开放口岸,温州港为腹地经济的发展作出了较大贡献。加快研究和制定企业发展战略对把温州港建设成为现代化有竞争力的区域性强港具有重要意义;而且对把温州建成国际性轻工城,在浙南地区乃至浙江省、全国经济社会发展和对外开放中发挥重要作用都具有深远影响。 本文结合国内、外专家、学者对港口发展战略的研究,以及国内主要港口制定的发展战略,从温州港的外部发展环境、内部能力(包括目前的企业资源、企业能力以及企业核心竞争力等方面)进行了细致的比较分析,指出了优势与不足;利用了PEST模型和波特的五种基本竞争力量模型,特别分析了温州港务集团外部的宏观环境和微观环境,指出了温州港未来发展过程中的机遇和威胁,结合采用SWOT分析法分析,突出了温州港的核心竞争优势。在全面分析的基础上,本文提出了温州港务集团发展的主要战略——机制创新战略,低成本、高差异的服务竞争战略,突出主业的多元化经营战略,现代化港口物流战略,港城一体化战略以及国际化、区域间战略联盟的合作战略。希望本文对温州港务集团进一步的发展发挥一定的指导作用。
It is well-known that port is the significant composing part of China"s comprehensive transportation and defending construction, while it is also the indispensable basic facility for the economy development, opening to the outside world and the foreign trade contacts. As China increasing the speed of developing the external trade, Port Enterprises as a capital-intensive industry will play a more and more important role in the national economy. Presently, Port Enterprises are facing a good developing chance and also undergoing the key moment of the structural reform of management, such as modulating the port structure and function and transforming the operation system. Wenzhou Port as the multifunctional hub port in South Zhejiang province has given important support to the development of hinterland economy growth. China"s entry to the WTO together with the development of extra-large ships, strategic alliance between traditional shipping business, the forming of new terminal networks and the reform of the port management system, new opportunities are there with the obvious challenges, especially the competitive pressure formed by the development of the different ports around the Changjiang River Delta. At this important moment, stepping up the research efforts and making the enterprise"s developing strategy will do great benefits to push Wenzhou Port to be one of the world-strong-port. Designing the Wenzhou Port"s developing strategy timely will also help Wenzhou build up an international light industry city, which can strongly influence the economic, the social development and the opening to the outside world of south Zhejiang , further the whole country. Therefore, according to the research of the port development strategy promoted by the domestic and foreign experts and also learning from the other china ports, the thesis analyses the outside developing environment and the internal conditions of Wenzhou Port in such aspects, including the present resources, capabilities and the core competition power of the enterprise, and it also indicates the priority and the development weakness, using `PEST model" and Michael Porter"s `five-forces model" to elaborate the macro and micro environment of Wenzhou Port, pointing out the existing opportunities and challenges in the outside circumstances, also using `SWOT analysis method" to emphasize the core competitive priority. On the base of the above analysis, in conclusion, the writer demonstrates four majordeveloping strategies for Wenzhou Port Group, including the mechanism innovations, low-cost and high-diversity service competition, establishing modern port logistics strategy, strategy of incorporate ports and cities diversifying operation around the core business and carrying on the inter-region cooperation. Hope that the article would do a great benefit to the Wenzhou Port Group further development in future.
