农业、农村和农民问题,即“三农”问题,一直是我国经济社会发展中的一个焦点问题,是困扰我国现代化建设的一个基本问题。随着中国加入WTO,“三农”问题的解决显得尤为急迫。因此,学术界提出了很多解决“三农”问题的办法,包括农业产业化、减轻农民税负、增加财政支农力度等,但上述措施均不能从根本上解决“三农”问题。要解决“三农”问题,就必须抓住“三农”问题的实质。本论文通过分析研究“三农”问题的现状以及“三农”问题突出的根源,得出结论:大力推进人口城市化是解决“三农”问题的根本途径。通过理论分析与实证分析相结合的方法,试图揭示“三农”问题与人口城市化间的内在联系,并进一步寻求促进人口城市化进程的对策建议,从而促进“三农”问题走向良性循环,实现城乡经济与社会的协调发展。
The problem of agriculture, countryside and peasant (ACP) is a focus in the socio-economic development of our country and it has seriously hindered modernization of our country. As China joins WTO, it seems particularly urgent to solve “ACP ”problem. Many methods including agricultural industrialization, lightening tax burden of peasant, increasing agriculture financial support and etc have been proposed by academia to solve the “ACP ”problem, but all these methods can not solve it radically. In order to solve “ACP”problem, we must catch the essence of it. By the analysis of the current situation and reason of the “ACP”problem in our country, the conclusion that urbanization is the effective way to solve the “ACP”problem are drown in this article. By the theory analysis and positive analysis, the inner link between “ACP”problem and urbanization is found out. In the end, we propose the countermeasures and suggestions here to promote the process of urbanization and the benign cycle of “ACP”problem, and to realize the economy and society of urban develop with countryside in harmony.
