科普是以提高公民科学素质为目的的科学普及活动，它的根本任务是把人类已经掌握的科学技术知识，以及从科学实践中升华出来的科学思想、科学方法和科学精神，通过各种方式和途径向社会普及。在科学技术迅猛发展，知识经济为主流的今天，科普工作显得尤为重要。科普工作的成功与否，直接关系到一个国家国民的科学素质，关系到一个国家的国际竞争力，关系到一个国家的兴旺和民族的强盛。因此，必须加强科普工作。 现在，科学普及已经得到了我党和政府的高度重视，科普工作也取得了一定的进展。然而，现实表明，我国科普工作存在着一些与社会和时代发展不相适应的现象，不能充分激发并带动国民对科普的热情，同时与西方发达国家相比，我国科普工作还存在着一定的差距，科普工作相对滞后。如何解决这些问题，使科普工作真正落到实处，朝着健康、有序的方向发展，这正是本文研究的目的。 本文在第一章中对科普的涵义及其发展作了简单介绍，并且论述了科普在我国的地位和作用。 在第二章我国科普工作的现状及存在问题的原因分析中，主要探析了我国科普工作存在的问题，包括公众缺乏接受科普的动力和能力；科普队伍不强大，缺乏专业科普人才；科普经费不足，制约科普进步；科普缺乏针对性；科普缺乏时代性，效率不高；科普的管理体制不健全这六个方面，并对产生这些问题的原因进行了分析。 在最后一章，作者针对这些问题提出了相应的解决办法，即加强科普队伍建设，提高科普队伍素质；开辟多元化投融资渠道，保证科普经费的投入；根据公众不同群体特点，突出科普工作的针对性；加强科普创新工作，开创科普工作新局面；健全科普工作管理体制，保障科普高效运行这五大措施。
Popularization of Science (PS) is the activity of one which goal is to improve scientific qualities of public and its essential task is to popularize kinds of knowledge such as the knowledge of science and technology, scientific thoughts, scientific means and spirit to all over society with kinds of means. It"s very important to carry out PS for the times of science and technology developing fast as well as knowledge economy as the main stream. The success or failure of PS is relation with the scientific qualities of the public, The competitive power and the development as well as flourishing for our country.Our party and government pay more attention to PS at present and the work of PS gets some progress. However, the fact suggests that this work can"t come up with the development of times and society, and it can"t stimulate and promote the interests of the public to PS and there is a gap between China and the developed countries. How to solve these problems and to put it into practice and to make it develop at the healthy and ordered direction is just the goal of this article.The author simply introduces the implication and development of PS and discusses the position and functions of PS in China the first chapter.The next chapter examines the status of PS and the existing problems and its reasons, such as: the public is lack of the ability and motivity of PS; the ranks and the talents of PS are not strong and sufficient; the absence of the outlay constraints the progress of PS; PS can"t come up with the development of the times and it is lack of efficiency and the system of PS is not perfect.The author poses means to solve these problems, such as: strengthening the construction and improving the qualities of the troops of PS; searching multiple investment means and ensuring the input of the outlay of PS; stressing focus of PS according to the differences of the public; strengthening the innovation and setting up the new aspects of PS and perfecting the regulating system and insurance of high efficiency of PS.
