县域经济是国民经济中一个十分重要的层次,它的发展状况在相当程度上影响或反映着整个国民经济的发展状况。江苏苏北地区县域经济历史基础薄弱,工业化水平和城镇化水平较低,外向型经济发展缓慢,长期以来成为整个苏北经济发展的一个重要制约因素。进入新世纪后,和全国其他地区的县域一样,苏北县域经济发展取得了令人瞩目的成绩,但与经济发达地区相比尤其是和同处一省的苏南县域经济相比,差距越来越大。那么,如何改变苏北县域经济的落后局面、加快苏北县域经济发展呢? 当前,国际资本和产业仍然在向我国转移,国内经济发达地区正在进行着大规模的产业结构调整,这对于生产成本较低和区位优势日益明显的苏北县域来说,无疑是一个难得的机遇。本文以县域经济理论和产业转移理论为指导,结合当前国际、国内产业和资本向我国转移的背景,在对现阶段苏北县域经济发展现状和承接产业转移的条件分析的基础上,提出了苏北县域承接产业转移在宏观和微观层面上的策略,并针对当前苏北县域承接产业转移过程中出现的一系列负效应,提出相关对策建议,以期对苏北县域经济的可持续发展作出微薄的贡献。
