党的十六大明确提出全面建设小康社会重点在农村,难点在农民。农业产业化是农业发展的必由之路。本文运用产业经济学产业结构理论、产业关联理论和产业组织理论,结合实证分析,对邵阳市农业产业化发展现状从构建主导产业,建立农产品生产基地,产业化组织模式,产业化“龙头”的发展,农业科技推广应用及农业产业化发展中的政府行为等方面进行论述,指出邵阳市农业产业化发展的优势及其取得的成就,分析了邵阳市在农业产业化经营过程中存在的农业产业化组织运行机制不健全,龙头企业带动能力弱,农产品加工业发展滞后,农业产业化经营资金投入不足,市场机制发育不健全,劳动力素质低下等问题及原因。借鉴国外产业化发展的经验,结合当地的实际情况,着重提出促进邵阳市农业产业化发展的相应措施和手段。希望本文的有益探讨能够为加快邵阳市农业现代化步伐,尽快完成邵阳市农业由传统型向现代型的转变提供可参考的现实途径。
It is obviously suggested in the full text of Jiang Zemin"s Report at 16th Party congress that the emphases of building a well-off society in an all-round way is village and the difficulty is peasant. The only way of the agricultural development is the agricultural industrialization. By making use of the industrial structural theory, the industrial relation theory and industrial organization theory of industrial economy, this paper describes the current development of agricultural industrialization of Shaoyang city with the really certificate analysis. It includes the construction of the leading estate, the establishment of the production base of agricultural products, the organization of pattern industry, the development of tap industrialization, the popular application of the agricultural science and technology, and the government behavior in agricultural industrialization development. For the one hand, it points out the advantage of the development of agricultural industrialization, along with the achievement in Shaoyang city. For another, it analyses the weakness and the problem of the managing process of the agricultural industrialization, the tap enterprise drives ability, the processing field of agricultural products, the capital input of the agricultural industrialization operation, the growth of market-made machine and the quality of labor force. We hope the beneficial discussion of this paper can offer the realistic channel to accelerate the pace of the agricultural modern and complete the agricultural change from traditional type to modern type of Shaoyang city.
