制造业是国民经济的支柱产业，对经济发展具有较强的推动作用，所以当今世界，是否拥有高度发达的制造业，已经成为衡量一个国家或地区竞争力的重要标志之一。上海，作为中国重要的经济发达城市，制造业的发展更是起着毋庸置疑的作用。然而，随着中国加入WTO融入整个国际大市场后，世界制造业大规模向中国转移，与此同时，江苏、浙江、广东、福建等省份的制造业蓬勃发展，上海制造业面临前所未有的冲击，如何在冲击中稳住阵脚，把握发展契机为上海长期发展奠定一个坚实的基础?要回答这个问题，就上海制造业而言首先必须梳理一下自身的状况。 本文研究上海制造业的竞争力问题。首先介绍了竞争力、产业竞争力的内涵，以及产业竞争力研究的理论基础和国内外相关研究的动态；其次，对上海市制造业的发展历程、现状以及发展瓶颈进行了分析，在此基础上运用偏离一份额分析法考察了上海市制造业相对全国的发展状况，并与深圳作对比研究。在得出上海市制造业发展状况不佳的结论后，从结构和竞争力两个角度深入制造业内部分析问题所在。最后针对上海市制造业中存在的主要问题，分别从上海市制造业企业战略制定、上海市政府宏观调控两个层面提出提升上海市制造业竞争力的对策建议。
The manufacturing is the pillar industry in national economy, and has strong impetus function to the development of economy, therefore nowadays, whether has the highly developed manufacturing industry, has already become one of important symbols to weigh a country or region competitiveness. Shanghai, as the important economy developed city of China, the manufacturing industry"s development is noticeable. Along with shanghai joins WTO, the world manufacturing industry shifts massively to China, at the same time, the manufacturing industry of Jiangsu, Zhejiang, Guangdong, Fujian and other province vigorously develop, Shanghai"s manufacturing industry faces with unprecedented impact. How stands firm in the impact, and grasps the development opportunity? Before answering this question, Shanghai must analyze own manufacturing conditions firstly. This paper studies the manufacturing industry competitiveness of Shanghai. Firstly, introduces the concept of competitiveness and the industrial competitiveness, as well as the theory foundation and domestic and foreign correlative research tendency; Next, describes the development course, the present situation, as well as the development bottleneck of Shanghai manufacturing industry; Thirdly, use the Shift-share Analysis method to analyze Shanghai manufacturing competitiveness, And draw the Shanghai manufacturing industry development condition not good conclusion. Finally, aims at the main question which in the Shanghai manufacturing industry exists, provides some suggestions to promote the Shanghai manufacturing industry competitiveness.
