本文在综合分析国内外TDM实践及经验的基础上，初步分析了西安市推行TDM的必要性、可行性。论文在借鉴前人对TDM研究成果的基础上，针对西安市实施TDM的障碍性因素，通过分析TDM趋势与机理、策略与措施，循序渐进，逐步解决，形成了西安市TDM战略对策。主要内容包括西安市城市交通现状分析、西安市城市交通与TDM、TDM理论分析、TDM策略与措施、西安市TDM战略对策等。在研究分析了交通需求的概念、特性后，深入分析了交通需求关系、动态交通与静态交通关系、供需平衡原理、经济学原理以及操作机理。运用国内外实施TDM的经验及前人研究成果，结合西安市城市交通实际，提出了西安市推行TDM的战略对策，为西安市实施“畅通工程”和综合治理西安市交通问题，实现西安市城市交通可持续发展提供理论依据。
Based on the analysis of practice and experience of TDM (Travel Demand Management), this paper studied the necessity and feasibility of TDM implemented in Xi"an. After drawing lessons from the former, the thesis analyzes both the trend and principle and the strategy and measure. Aiming at the obstacle factor of implementing TDM in Xi"an, it is the TDM strategy countermeasure of Xi"an that concluded gradually by author. Main contents of the article includes analysis of present transportation condition in Xi"an, relation between city traffic of Xi"an and TDM, analysis of the theory of TDM, strategy and measure of TDM, countermeasure of Xi"an TDM, and etc.. After introducing concept and characteristic of the travel demand, the paper goes deep in to the analysis of the travel demand relation, the connection between dynamic travel and static travel, equilibrium between supply and demand of travel, and operation mechanism of TDM. Applying practice experience and former study result to Xi"an transportation practice, the paper put forward the TDM countermeasure hi Xi"an, that it gives theories" groundwork dependence on implementing "unimpeded engineering", resolving transportation problem of Xi"an, and realizing continue development of urban transportation in Xi"an.
