绿色技术创新是符合生态规律和经济规律的一项经济活动，对实现技术、经济、社会、自然可持续发展有着重要意义。但绿色技术创新也是一种具有更多规定性，需要更多投入、风险更大的经济活动，它需要制度创新提供持续有效的激励。本文从绿色技术创新的背景和研究意义出发，阐述了国内外研究绿色技术创新的现状，采用规范研究、实证研究和比较研究相结合的方法，深入研究了绿色技术创新的内涵及特征，系统剖析了制度创新的作用机制和政府作为制度创新的推动者和主体，其推动制度变迁对于绿色技术创新所具有的激励、约束和引导功能。然后结合国内外的先进做法，对福建省实施绿色技术创新的重要意义以及制度瓶颈进行详细分析，并在此基础上提出了以制度创新提升福建省绿色技术创新能力的对策建议。企望通过本文的研究，能够为福建省构建相对完整的绿色技术创新激励机制提供借鉴，从而带动更多绿色技术创新的产生、扩散与应用。
The green technological innovations are economic processes in conformity with the ecologic and economic rule, having important significance to realize the sustainable development of technology, economy, social and nature. However, because of the stipulation, input and risk, system innovations are necessary to the green technological innovations. At first this paper discusses the background and significance about the question. And than, with combined method of standard study, empirical study and comparative study, the paper analyses deeply the necessities of system innovations, and the leading functions of the government to push the system innovations and the green technological innovations . In every aspect, the paper compares and introduces the advanced experiences how the internal and external governments carry out system innovations to push the green technological innovations, and gain enlightenment from them. In the basis of these advanced experiences, the paper makes attempt explorations and innovations on constructing theoretic system and researching practical measures of system innovations to green technological innovations according to the significance and the hinder of system innovations during Fujian province" green technological innovations. It is hoped that the paper could be utilized for Fujian province to supply good circumstances for green technological innovations to drive more green technological innovation"s emergence, diffusions and applications.
